La estrategia antiterrorista de la federación Rusa en el cáucaso norte
Resumen El presente artículo ofrece una visión sobre el fenómeno terrorista que, desde hace aproximadamente tres décadas, lleva sacudiendo la región rusa del Cáucaso Norte. El objetivo es conocer las causas que responden a la aparición de esta problemática y de qué manera la Federación Rusa se enfrenta a las amenazas que de ella se derivan. Para ello, primero se realizará una aproximación a la región atendiendo a sus características geográficas, culturales e históricas, para entender la posición singular que ocupa dentro de Rusia. Posteriormente se observará el recorrido que ha tenido el terrorismo en la región desde su aparición en el transcurso de la primera guerra chechena hasta su manifestación a través de grupos encuadrados en los grandes movimientos terroristas internacionales y que continúa hoy en día. Finalmente, se analizarán las estrategias que el Kremlin ha desplegado con el objetivo de luchar contra el terrorismo, dividiéndolas en dos tipos principales: coercitivas, aquellas fundamentadas en el uso de la fuerza, y no coercitivas, medidas políticas destinadas a atender las causas estructurales que sirven como caldo de cultivo para la radicalización terrorista.
