Public policies, internationalization and academic cooperation: a historical perspective
Abstract
This study is linked to the ELOS Research Group of the Graduate Program in Education (PPGE) at the Federal University of Santa Maria (UFSM, Brazil). The objective was to understand the historical trajectory of internationalization and academic cooperation through public policies in higher education, the influence of international organizations, and the Global Agenda 2030. A qualitative approach was adopted, grounded in bibliographic and documentary methods, with descriptive and interpretative qualitative analysis. The theoretical framework was based on Morosini (2019), Dalla Corte and Mendes (2018), and Maués (2019), as well as the following documents: Law No. 13.005 (Brazil, 2014) and the National Policy on University Extension (Brazil, 2018). The findings indicate that the expansion of higher education has responded both to market demands for the training of the global professional and to the process of educational internationalization, impacting the European community through programs such as Erasmus+, while also strengthening South–South cooperation through partnerships among foreign universities and scholarship programs funded by public and private institutions. It is concluded that internationalization can foster intercultural integration and critical debate when grounded in cooperative relationships aimed at the production of scientific knowledge in a supportive and less competitive manner, thereby expanding access to academic mobility programs for scholars experiencing economic vulnerability.
