Religion and human mobility
production of moralities in the context of a new national migration policy
Abstract This article investigates the participation of religious practices with the government in the construction of public policies for immigrants and refugees in Brazil. Through social forums and management committees focused on the theme of human mobility, it emphasizes the role played by the Catholic Church (specifically, of the order of Scalabrini) in responding to migrant populations. Through the instrument of the humanitarian visa and the analysis of a draft law on migration, the focus is carried out from the perspective of the historical formation of a religious charism in order to discuss the tensions and ambiguities in humanitarianism. Hegemonic notions such as “human trafficking” run parallel with the experiences of migrant subjects. This brings powerful complexity to the field of humanitarian governance, steeped in social moralizing knowledge and practices.
