<title>RESUMEN</title>
<p>El presente art&#x00ED;culo intenta actualizar una definici&#x00F3;n finalista de la universidad en virtud de su misi&#x00F3;n social. En su diagn&#x00F3;stico inicial, esta investigaci&#x00F3;n se interrogar&#x00E1; por las cualidades, funciones y objetivos que son espec&#x00ED;ficos de la universidad y que, por este motivo, no pueden ser sustituidos por otras instituciones o pr&#x00E1;cticas alternativas en nuestra sociedad. Proponemos, por ello, brindar una definici&#x00F3;n funcional y de prop&#x00F3;sito para las instituciones universitarias, preferentemente aquellas que no tienen &#x00E1;nimo de lucro. Nuestra investigaci&#x00F3;n atender&#x00E1;, fundamentalmente, a los datos relativos al Sistema Universitario Espa&#x00F1;ol y se servir&#x00E1; de marcos preferentemente cl&#x00E1;sicos del pensamiento contempor&#x00E1;neo en el establecimiento del prop&#x00F3;sito institucional de las universidades.</p>
<p>Metodol&#x00F3;gicamente referiremos algunos datos cuantitativos y sus fuentes, aunque este trabajo aspira a proponerse como una reflexi&#x00F3;n cr&#x00ED;tica aunque con eminente vocaci&#x00F3;n pr&#x00E1;ctica. Se trata, por lo tanto, de una reflexi&#x00F3;n operada desde la filosof&#x00ED;a (o, m&#x00E1;s gen&#x00E9;ricamente, desde las humanidades) y no desde las ciencias sociales en un sentido estricto. Los presupuestos te&#x00F3;ricos de los que partiremos adquieren una deuda singular con Max Weber, Jacques Derrida y m&#x00E1;s espec&#x00ED;ficamente Ortega y Gasset, aunque dialogar&#x00E1;n tambi&#x00E9;n con referencias m&#x00E1;s contempor&#x00E1;neas como Anne Applebaum o Jonathan D. Haidt. Asimismo, a lo largo de este texto se incorporar&#x00E1;n referencias de la filosof&#x00ED;a cl&#x00E1;sica y medieval que consideramos pueden seguir reivindicando una vigencia objetiva. A partir de estas premisas te&#x00F3;ricas intentaremos actualizar la misi&#x00F3;n de la universidad contempor&#x00E1;nea, subrayando sus implicaciones sociales y culturales y su responsabilidad pol&#x00ED;tica espec&#x00ED;fica en la promoci&#x00F3;n y custodia de ciertas jerarqu&#x00ED;as epist&#x00E9;micas en el marco de una sociedad plural y democr&#x00E1;tica.</p>

<title>ABSTRACT</title>
<p>This paper aims to update a finalist definition of the university taking into account its social mission. In the initial assessment, this research will consider the qualities, functions and objectives that are specific to the university and so cannot be replaced by other institutions or alternative practices in our society. Therefore, we suggest offering a functional definition for university institutions, preferably non-profit ones, that is based on their purpose. Our research will fundamentally consider data relating to the Spanish university system and will favour classical frameworks for contemporary thought to establish the institutional purpose of universities.</p>
<p>Methodologically, we will refer to quantitative data and their sources, although this research aspires to provide a critical reflection, albeit one with an eminently practical vocation. It is, therefore, a reflection articulated from philosophy (or, more generally, from humanities) and not from the social sciences in a strict sense. The theoretical suppositions from which we will start owe a particular debt to Max Weber, Jacques Derrida and, especially, Jos&#x00E9; Ortega y Gasset, although they will also dialogue with more contemporary references such as Anne Applebaum and Jonathan D. Haidt. Likewise, throughout this text, references to classical and medieval philosophy will be incorporated, which we believe can continue to claim objective validity. From these theoretical premises we will try to bring the mission of the contemporary university up to date, underlining its social and cultural implications and claiming a specific political responsibility in the promotion and custody of certain epistemic hierarchies within the framework of a plural and democratic society.</p>

<label><bold>1.</bold></label>
<title><bold>I<sc>ntroducci&#x00F3;n y metodolog&#x00ED;a</sc></bold></title>
<p>La universidad es una instituci&#x00F3;n singular. Son muchas las caracter&#x00ED;sticas especiales que la definen, pero uno de sus rasgos m&#x00E1;s marcados y diferenciales es su reflexi&#x00F3;n autoconsciente. Desde antiguo, y de un modo perfectamente acusado desde el desarrollo de las ciencias sociales en el siglo XIX, podr&#x00ED;amos destacar que la universidad es una entidad que, como el dios de Arist&#x00F3;teles, cumple la singular funci&#x00F3;n de pensarse a s&#x00ED; misma (<italic>Met</italic>. XII, 1074b34-35). Esta condici&#x00F3;n autorreflexiva ha cobrado en las &#x00FA;ltimas d&#x00E9;cadas un protagonismo destacado dentro de espacio p&#x00FA;blico de deliberaci&#x00F3;n. El debate en torno al ser y al deber ser la universidad ha trascendido las lindes de la propia academia hasta dotarse de una personalidad propia en la agenda pol&#x00ED;tica y medi&#x00E1;tica. En el caso del Sistema Universitario Espa&#x00F1;ol (SUE) el debate p&#x00FA;blico ha cobrado especial visibilidad despu&#x00E9;s de cada reforma legislativa que, de un modo u otro, ha intentado actualizar la eficacia y el buen funcionamiento de las universidades en nuestro pa&#x00ED;s.</p>
<p>Desde la instauraci&#x00F3;n de la reforma derivada de la Declaraci&#x00F3;n de Bolonia en el a&#x00F1;o 1999, el desarrollo de indicadores, estad&#x00ED;sticas y protocolos de evaluaci&#x00F3;n de la calidad de la ense&#x00F1;anza universitaria se ha multiplicado. La creaci&#x00F3;n del Espacio Europeo de Educaci&#x00F3;n Superior incentiv&#x00F3; una profesionalizaci&#x00F3;n del desarrollo del dato en el &#x00E1;mbito universitario lo que, sin duda, ha generado instrumentos de diagn&#x00F3;stico y mapeo de gran utilidad para la gobernanza y la legislaci&#x00F3;n universitaria. El presente art&#x00ED;culo, sin embargo, no aspira a ser una investigaci&#x00F3;n <italic>data driven</italic> en un sentido estricto, dado que no le corresponde a la filosof&#x00ED;a someterse a la disciplina de la evidencia cuantitativa sin que por ello deba dejar de tenerse en cuenta.</p>
    <p>Son numerosas las fuentes a las que podemos recurrir para tener una constancia m&#x00E1;s o menos completa y compleja del SUE. El Instituto Nacional de Estad&#x00ED;stica, por ejemplo, desarrolla la Estad&#x00ED;stica de Universidades, Centros y Titulaciones<xref ref-type="fn" rid="fn2"><sup>2</sup></xref>. Asimismo, el Ministerio de Universidades publica anualmente los <xref ref-type="bibr" rid="ref-15-28333-es"><italic>Datos y Cifras del Sistema Universitario Espa&#x00F1;ol</italic></xref>, una s&#x00ED;ntesis centrada en estructura (organizativa y econ&#x00F3;mica), el acceso, sus estudiantes y el personal de nuestras universidades. Desde el a&#x00F1;o 1996 se publica tambi&#x00E9;n el informe de la CRUE <italic>La Universidad Espa&#x00F1;ola en Cifras</italic>, un documento que no s&#x00F3;lo expone sino que interpreta datos de relevancia e inter&#x00E9;s diagn&#x00F3;stico de la realidad universitaria espa&#x00F1;ola. Adem&#x00E1;s, otros proyectos como el Informe CYC (promovido por la Fundaci&#x00F3;n Conocimiento y Desarrollo) nos procuran instrumentos de an&#x00E1;lisis valios&#x00ED;simos sobre las distintas labores que se emprenden desde el marco universitario. Existen, tambi&#x00E9;n, iniciativas emprendidas desde el &#x00E1;mbito privado y que atienden de forma espec&#x00ED;fica al &#x00E1;mbito de la I+D+i donde, de nuevo, podr&#x00E1;n encontrarse datos de sumo inter&#x00E9;s para tener constancia de cu&#x00E1;l es el estado actual de la universidad espa&#x00F1;ola<xref ref-type="fn" rid="fn3"><sup>3</sup></xref>.</p>
<p>Creo, sin embargo, que la utilidad espec&#x00ED;fica que puede rendir la filosof&#x00ED;a -y en general, las disciplinas human&#x00ED;sticas- no ata&#x00F1;e tanto a la interpretaci&#x00F3;n de los datos como al establecimiento de unas claves cr&#x00ED;ticas y hermen&#x00E9;uticas que nos permitan dilucidar, de forma diligente y responsable, el significado y alcance dichos indicadores. La filosof&#x00ED;a s&#x00F3;lo podr&#x00ED;a leer torpemente una colecci&#x00F3;n de estad&#x00ED;sticas o registros y, s&#x00F3;lo de un modo muy inexacto, ser&#x00ED;a capaz de justificar si un porcentaje es o no determinante para el cumplimento del prop&#x00F3;sito de la universidad espa&#x00F1;ola. En tanto que disciplina esencialmente te&#x00F3;rica, sin embargo, la filosof&#x00ED;a s&#x00ED; puede y debe desentra&#x00F1;ar cu&#x00E1;l podr&#x00ED;a -o incluso deber&#x00ED;a- ser la misi&#x00F3;n de la universidad y qu&#x00E9; rasgos deber&#x00ED;a fortalecer el cumplimiento de dicho prop&#x00F3;sito en el marco de la sociedad civil y del inter&#x00E9;s p&#x00FA;blico. Por este motivo, en la investigaci&#x00F3;n que sigue, las referencias a los datos cuantitativos ser&#x00E1;n meramente adjetivas y servir&#x00E1;n para apuntalar una reflexi&#x00F3;n te&#x00F3;rica y finalista de la universidad en tanto que instituci&#x00F3;n. Por id&#x00E9;ntica raz&#x00F3;n, en el presente art&#x00ED;culo se intercalar&#x00E1;n fuentes cl&#x00E1;sicas del canon filos&#x00F3;fico con publicaciones contempor&#x00E1;neas que puedan servir para justificar nuestras conclusiones.</p>
<p>El marco te&#x00F3;rico en el que se inscribir&#x00E1; nuestra investigaci&#x00F3;n ser&#x00E1; marcadamente definicional y finalista, lo que es tanto como subrayar que este art&#x00ED;culo aspirar&#x00E1; a definir qu&#x00E9; es y qu&#x00E9; deber&#x00ED;a ser la universidad en el escenario social y pol&#x00ED;tico posterior a la pandemia. Esta definici&#x00F3;n vendr&#x00E1; determinada, a su vez, por el prop&#x00F3;sito y la finalidad que distingamos para la universidad. Del mismo modo, nos interrogaremos sobre cu&#x00E1;les son los obst&#x00E1;culos y las oportunidades que podr&#x00ED;an limitar o favorecer dicha misi&#x00F3;n. El prop&#x00F3;sito no s&#x00F3;lo no es nuevo sino que entronca con un marco metodol&#x00F3;gico estrictamente cl&#x00E1;sico. As&#x00ED;, por Arist&#x00F3;teles sabemos que la definici&#x00F3;n de cualquier objeto o instituci&#x00F3;n podr&#x00ED;a determinarse por su <italic>t&#x00E9;los</italic> o finalidad, resumiendo una intuici&#x00F3;n que el de Estagira explicit&#x00F3; en el comienzo de su <italic>&#x00C9;tica Nicom&#x00E1;quea</italic>. Esa misma descripci&#x00F3;n finalista (el ser y el deber ser de la universidad vienen marcados por su misi&#x00F3;n y prop&#x00F3;sito) nos obligan a tener que dialogar de una forma singularmente estrecha con el texto de 1930 de Ortega y Gasset <italic>Misi&#x00F3;n de la Universidad</italic>. A esta fuente, con la que dialogaremos de forma preferente, sumaremos dos hitos ineludibles para la reflexi&#x00F3;n filos&#x00F3;fica acerca de la realidad universitaria: la conferencia <italic>La Universidad sin condici&#x00F3;n</italic> de Jacques Derrida, pronunciada en 1998 en la Universidad de Stanford (California), y la conferencia dictada en la Universidad de M&#x00FA;nich por Max Weber en 1917 &#x201C;La ciencia como vocaci&#x00F3;n&#x201D;.</p>
</sec>
<sec id="sec-2-28333-es">
<label><bold>2.</bold></label>
<title><bold>P<sc>recedentes te&#x00F3;ricos</sc></bold></title>
    <p>La institucionalizaci&#x00F3;n del saber ha sido, desde tiempos remotos, un objeto de reflexi&#x00F3;n prioritaria para los fil&#x00F3;sofos. No en balde, por todos es sabido que si todav&#x00ED;a hoy seguimos hablando de la academia es en herencia del centro de estudio que Plat&#x00F3;n fundara a finales del siglo IV a. C. Fue en los jardines consagrados a <italic>Academos</italic> donde el fil&#x00F3;sofo instal&#x00F3; la escuela original de la que tantas otras instituciones despu&#x00E9;s retomar&#x00ED;an el nombre (<xref ref-type="bibr" rid="ref-12-28333-es">Kalligas, Balla, &#x0026; Baziotopoulou-Valavani, 2020</xref>, p. 30). La filosof&#x00ED;a, de forma constante, ha examinado las formas en las que deb&#x00ED;a ritualizarse la administraci&#x00F3;n y la difusi&#x00F3;n del saber y tanto la universidad como las sociedades cient&#x00ED;ficas deben no poco a la reflexi&#x00F3;n puramente filos&#x00F3;fica.</p>
<p>En el contexto contempor&#x00E1;neo la filosof&#x00ED;a goza de un estatuto epist&#x00E9;mico un tanto ambiguo. De una parte, quienes se dedican profesionalmente al pensamiento filos&#x00F3;fico gozan de un cierto prestigio social<xref ref-type="fn" rid="fn4"><sup>4</sup></xref>, lo que hace que la voz de la filosof&#x00ED;a tenga una saludable presencia en el debate p&#x00FA;blico. En &#x00E1;mbitos estrictamente cient&#x00ED;ficos, y a partir de la marcada vocaci&#x00F3;n interdisciplinar con la que principalmente desde Europa se planifica la investigaci&#x00F3;n, la filosof&#x00ED;a en particular y las humanidades en general est&#x00E1;n gozando de un nuevo protagonismo<xref ref-type="fn" rid="fn5"><sup>5</sup></xref>. Sin embargo, la reflexi&#x00F3;n institucional en torno a la universidad y el conocimiento se ha mantenido enmarcada en metodolog&#x00ED;as y protocolos m&#x00E1;s pr&#x00F3;ximos a las ciencias sociales que a las humanidades.</p>
    <p>No cabe duda de que la investigaci&#x00F3;n pedag&#x00F3;gica, sociol&#x00F3;gica e incluso econ&#x00F3;mica o estrictamente estad&#x00ED;stica tienen mucho que aportar a la hora de evaluar los retos y oportunidades de la universidad como instituci&#x00F3;n educativa, cultural e investigadora. Pero creo, sin embargo, que el conjunto de interrogantes que se inscriben en estas disciplinas sigue requiriendo la aproximaci&#x00F3;n radical y panor&#x00E1;mica que propone la filosof&#x00ED;a. Aunque puedan parecer contradictorios ambos rasgos, creo justificado mantener que son dos aproximaciones no s&#x00F3;lo conciliables sino constitutivas de la disciplina filos&#x00F3;fica. Apelo a un examen panor&#x00E1;mico pues es la condici&#x00F3;n amplia o general -Arist&#x00F3;teles se&#x00F1;alar&#x00ED;a que s&#x00F3;lo hay ciencia de lo general (<xref ref-type="bibr" rid="ref-3-28333-es"><italic>Met</italic>., XIII, 1086 y ss.</xref>)- la que puede dotarnos de perspectiva amplia y comprehensiva, en nuestro caso, de la universidad. Subrayo la condici&#x00F3;n radical, en un sentido orteguiano, asegurando que s&#x00F3;lo el examen que llegue a la ra&#x00ED;z de los conceptos implicados podr&#x00E1; resolver de forma transitoriamente satisfactoria las preguntas que inspiran el presente art&#x00ED;culo.</p>
<p>Dicho de un modo m&#x00E1;s simple pero, si cabe, todav&#x00ED;a m&#x00E1;s rotundo. Creo que ning&#x00FA;n interrogante pol&#x00ED;tico, pedag&#x00F3;gico, econ&#x00F3;mico o social relativo a la universidad podr&#x00E1; resolverse si no enfrentamos con toda la radicalidad que nos es dada una pregunta de inequ&#x00ED;voco compromiso metaf&#x00ED;sico, por m&#x00E1;s que el t&#x00E9;rmino pueda resultar disuasorio. La pregunta por el futuro de la universidad no podr&#x00E1; ni siquiera abordarse sin antes intentar desentra&#x00F1;ar qu&#x00E9; es, qu&#x00E9; debe ser, qu&#x00E9; podr&#x00ED;a ser... la universidad. Todas estas cuestiones podr&#x00ED;an responderse si fu&#x00E9;ramos capaces, al menos de esbozar, algo tan l&#x00E1;bil, inasible y fr&#x00E1;gil como el &#x201C;ser&#x201D; de la universidad. Lo superlativo o incluso lo irresoluble de la pregunta no deber&#x00ED;a impedirnos persistir en nuestro intento de respuesta. Y dadas las modestas capacidades de quien escribe no podr&#x00E9;, en este punto, m&#x00E1;s que servirme de argumentos de autoridad que pudieron dar otros y que son, si no definitivas, s&#x00ED; perfectamente logradas.</p>
    <p>&#x00BF;Qu&#x00E9; es, pues, la universidad? La pregunta se antoja tan inmediatamente sencilla que cualquiera podr&#x00ED;a sentirse como Agust&#x00ED;n de Hipona ante la pregunta sobre la naturaleza del tiempo (<xref ref-type="bibr" rid="ref-1-28333-es"><italic>Conf</italic>. XI, 14, 17</xref>): si nadie nos lo pregunta parece evidente la respuesta y, sin embargo, si nos vemos obligados a brindar una definici&#x00F3;n espec&#x00ED;fica de lo que pueda ser la universidad el interrogante se antoja casi irresoluble. Esta misma pregunta es la que, de alg&#x00FA;n modo, Ortega y Gasset intent&#x00F3; responder en la mentada conferencia &#x201C;Misi&#x00F3;n de la Universidad&#x201D;, pronunciada en el Paraninfo de la Universidad Central en 1930 (<xref ref-type="bibr" rid="ref-16-28333-es">Ortega, 2017</xref>, pp. 531-570)<xref ref-type="fn" rid="fn6"><sup>6</sup></xref>. A nadie se le escapan las singular&#x00ED;simas circunstancias desde las cuales hablaba Ortega, ni la condici&#x00F3;n sociopol&#x00ED;ticamente cr&#x00ED;tica de la d&#x00E9;cada desde la que el pensador madrile&#x00F1;o pronunci&#x00F3; sus palabras. Pese a todo, y este es un rasgo inquietantemente com&#x00FA;n en toda la literatura de aquel tiempo, se antoja innegable el parecido no s&#x00F3;lo de las preguntas de entonces, sino tambi&#x00E9;n la pertinencia y vigencia de las respuestas. Muchas p&#x00E1;ginas de Ortega, pero tambi&#x00E9;n tantas otras de autores como Julio Camba, Clara Campoamor o extranjeros como Stefan Zweig podr&#x00ED;an publicarse en nuestros d&#x00ED;as y parecer&#x00ED;an perfectamente actuales.</p>
<p>Una de las fortalezas de la propuesta de Ortega, antes de desentra&#x00F1;ar su contenido en lo que pueda resultar de utilidad, es la identificaci&#x00F3;n del ser mismo de la universidad con su misi&#x00F3;n. Incluso en el &#x00E1;mbito corporativo, hoy no es extra&#x00F1;o escuchar hablar del capitalismo de prop&#x00F3;sito y son habituales las exposiciones p&#x00FA;blicas relativas a la misi&#x00F3;n de las instituciones, concretadas en muchas ocasiones en planes estrat&#x00E9;gicos cuyo cumplimiento acaba por hacerse objeto de cuantificaci&#x00F3;n. Sin embargo, el conjunto de datos desde los que mapeamos nuestra realidad universitaria se har&#x00ED;a del todo ininteligible si no supi&#x00E9;ramos reconocer antes cu&#x00E1;l es la misi&#x00F3;n o el prop&#x00F3;sito que debe tomar por propio nuestra instituci&#x00F3;n.</p>
<p>Esta propuesta de definici&#x00F3;n teleol&#x00F3;gica, es decir, la caracterizaci&#x00F3;n de una entidad a partir de la finalidad que le es propia reproduce de modo puntual una estrategia expl&#x00ED;citamente aristot&#x00E9;lica que resulta todav&#x00ED;a operativa. Las cosas (todas las cosas, tambi&#x00E9;n las pr&#x00E1;cticas o las acciones, seg&#x00FA;n el de Estagira) pueden definirse por una finalidad (<italic>t&#x00E9;los</italic>) que a su vez viene descrita por la funci&#x00F3;n espec&#x00ED;fica (<italic>&#x00E9;rgon</italic>) y por el bien de la cosa que intentamos definir. Trasladado al &#x00E1;mbito universitario, la misi&#x00F3;n o finalidad de la instituci&#x00F3;n vendr&#x00ED;a descrita por aquel servicio, acci&#x00F3;n, actividad o desempe&#x00F1;o que s&#x00F3;lo la universidad puede cumplir. Dicho de una forma extraordinariamente simple: del mismo modo que un cuchillo queda definido por su finalidad (cortar) y que esta finalidad se distingue por ser aquello que s&#x00F3;lo un cuchillo puede realizar (o aquello que el cuchillo puede realizar de forma m&#x00E1;s propia), la misi&#x00F3;n de la instituci&#x00F3;n universitaria quedar&#x00E1; descrita por esa actividad que pr&#x00E1;cticamente en exclusiva ella puede desempe&#x00F1;ar. Este criterio de demarcaci&#x00F3;n nos servir&#x00E1; para diferenciar la actividad universitaria de cualesquiera otras instituciones vinculadas con el conocimiento, la docencia reglada o la investigaci&#x00F3;n y que, sin embargo, no pueden distinguirse propiamente como universidades. En un tiempo en el que corporaciones como <italic>Google</italic> expiden certificaciones y en que agentes privados ofrecen cursos de formaci&#x00F3;n en distintos formatos y con niveles de formaci&#x00F3;n y acreditaciones desiguales, volver a interrogarnos acerca de la misi&#x00F3;n universitaria parece algo imprescindible.</p>
<p>Esta cuesti&#x00F3;n no es balad&#x00ED; y es uno de los elementos que mejor puede servirnos para actualizar la misi&#x00F3;n de la universidad. En un contexto de almacenamiento global de los datos y de virtualizaci&#x00F3;n de la experiencia humana, la universidad debe exigirse el cumplimento de una misi&#x00F3;n y de una funci&#x00F3;n espec&#x00ED;fica. Una de las primeras dificultades que encontramos a la hora de definir la universidad es que esa abstracci&#x00F3;n general y un&#x00ED;voca previsiblemente no existe. En Espa&#x00F1;a, en el curso 2019-2020 se impartieron 3008 grados y 3638 m&#x00E1;steres, sumando un total de 1.309.762 estudiantes universitarios. En ese curso exist&#x00ED;an 83 universidades con actividad, 50 p&#x00FA;blicas y 33 privadas que hoy sabemos que han ascendido a 38. Se contabilizaron 1.061 centros universitarios entre escuelas y facultades, 537 institutos universitarios de investigaci&#x00F3;n, 50 escuelas de doctorado, 54 hospitales universitarios y 76 fundaciones<xref ref-type="fn" rid="fn7"><sup>7</sup></xref>. Datos tan sumamente complejos y plurales podr&#x00ED;an invitarnos a desistir en el intento de brindar una definici&#x00F3;n &#x00FA;nica, e incluso un&#x00ED;voca, acerca de cu&#x00E1;l debe ser la naturaleza de la universidad como instituci&#x00F3;n. Este reto, por cierto, era ya conocido por Plat&#x00F3;n cuando asum&#x00ED;a la complejidad inherente que se expresaba en el fen&#x00F3;meno de que con una sola palabra aspir&#x00E1;semos a nombrar cosas distintas.</p>
    <p>Creo, pese a todo, que el intento es insoslayable por lo que recurrir&#x00E9;, conforme hab&#x00ED;a anunciado, a un argumento de autoridad como soluci&#x00F3;n transitoria. As&#x00ED; advierte Jacques Derrida: &#x201C;La universidad hace profesi&#x00F3;n de la verdad. Declara, promete un compromiso sin l&#x00ED;mite para con la verdad&#x201D; (2002, p. 10). Esta definici&#x00F3;n podr&#x00ED;a parecer demasiado ambiciosa o, incluso, para muchos, podr&#x00ED;a interpretarse como la en&#x00E9;sima expresi&#x00F3;n de los excesos del pensador francoargelino. En un tiempo en el que la verdad parece revocada y disputada y en el que el imperio de la posverdad parece campar a sus anchas, invocar una expresi&#x00F3;n tan arcaica como la profesi&#x00F3;n de la verdad, e incluso un eventual compromiso, se har&#x00ED;a inasumible para muchos. La definici&#x00F3;n, sin embargo, tiene muy poco de ins&#x00F3;lito. As&#x00ED;, por ejemplo, en el escudo de la universidad m&#x00E1;s prestigiosa del mundo seg&#x00FA;n todos los rankings, Harvard University, distinguimos una invocaci&#x00F3;n a la verdad en su forma latina: <italic>ve-ri-tas</italic>.</p>
    <p>Este hecho no me parece en nada adjetivo y a &#x00E9;l volveremos en las p&#x00E1;ginas que siguen. Es obvio que la verdad es uno los conceptos m&#x00E1;s complejos y disputados de toda la historia de la epistemolog&#x00ED;a pero su centralidad y protagonismo en la labor universitaria, a falta de encontrar una definici&#x00F3;n que aspirara a decirse definitiva del concepto, ya determina algo: el compromiso &#x00FA;ltimo de la universidad como instituci&#x00F3;n, y su condici&#x00F3;n como entidad soberana, deber&#x00ED;a pasar siempre por la b&#x00FA;squeda, promoci&#x00F3;n y custodia del conocimiento verdadero. Se har&#x00ED;a poco menos que imposible definir qu&#x00E9; sea tal verdad pero parece evidente que la universidad, en su condici&#x00F3;n m&#x00E1;s radical, debe adquirir conforme al <italic>dictum</italic> derrideano un compromiso con alguna forma de verdad, signifique &#x00E9;sta lo que signifique. Es m&#x00E1;s, seg&#x00FA;n leemos en <italic>Universidad sin condici&#x00F3;n</italic>, la instituci&#x00F3;n universitaria es el lugar en el que se profesa dicha verdad, se distingue como el espacio en el que se hace una profesi&#x00F3;n p&#x00FA;blica de dicho compromiso. No har&#x00E1; falta ser un h&#x00E1;bil etim&#x00F3;logo para detectar que el oficio y la labor del profesor, de la profesora, encuentra en tal profesi&#x00F3;n su origen. El profesor es, por definici&#x00F3;n, aquel que profesa una fe singular en el conocimiento. Lo advertir&#x00E1; el propio Derrida y este rasgo tendr&#x00E1; una connotaci&#x00F3;n no menor: el diccionario de Oxford precisa que hasta el a&#x00F1;o 1.300 no existir&#x00E1; un uso no religioso del t&#x00E9;rmino &#x201C;profesi&#x00F3;n&#x201D;. La fecha tampoco ser&#x00E1; casual pues coincide con la eclosi&#x00F3;n de la universidad medieval (<xref ref-type="bibr" rid="ref-10-28333-es">2002, p. 32</xref>).</p>
<p>La radicalidad con la que se expresa Jacques Derrida no est&#x00E1; exenta de una cierta hip&#x00E9;rbole po&#x00E9;tica y m&#x00E1;s all&#x00E1; de la rotundidad del estilo, o del grado de acuerdo que pudi&#x00E9;ramos evidenciar con respecto a este postulado, su enunciado parece subrayar algunos rasgos habituales y reconocibles en los campus universitarios. As&#x00ED;, por ejemplo, una de las singularidades m&#x00E1;s espec&#x00ED;ficas de la universidad es el modo en que se establece una s&#x00ED;ncopa entre tradici&#x00F3;n e innovaci&#x00F3;n a la luz de esa solemnidad que se atribuye al conocimiento verdadero. Gran parte de la labor universitaria est&#x00E1; consagrada a la investigaci&#x00F3;n y a la innovaci&#x00F3;n, sobre todo en las universidades p&#x00FA;blicas. Sin embargo, este compromiso con la creaci&#x00F3;n del conocimiento y el avance cient&#x00ED;fico e innovador se armoniza en la pr&#x00E1;ctica universitaria con un conjunto de rituales y de cargos de inspiraci&#x00F3;n clasiqu&#x00ED;sima. De este modo todav&#x00ED;a hoy distinguimos en el funcionamiento universitario &#x00F3;rganos y actividades tales como claustros, consejos, seminarios, colegios... T&#x00E9;rminos todos ellos de inspiraci&#x00F3;n expl&#x00ED;citamente clasicista cuando no religiosa. La importancia de los procesos rituales, las ceremonias y los ritos de paso evidencian esa condici&#x00F3;n profesional, en el sentido subrayado por Derrida, de la labor universitaria.</p>
</sec>
<sec id="sec-3-28333-es">
<label><bold>3.</bold></label>
<title><bold>U<sc>na fragilidad preliminar: dignidad y precariado de la instituci&#x00F3;n</sc></bold></title>
<p>El conjunto de dignidades que acabamos de describir y la solemnidad con la que, afortunadamente, todav&#x00ED;a siguen protegi&#x00E9;ndose los ritos universitarios evidencian la proyecci&#x00F3;n casi sacral que todav&#x00ED;a le conceden nuestras sociedades al conocimiento. De alguna manera, estos procesos exhiben la condici&#x00F3;n secularizada de nuestras universidades y en algo retoman el esp&#x00ED;ritu heredero de las sociedades cient&#x00ED;ficas que fueron consecuencia de la primera Ilustraci&#x00F3;n. Las universidades conservan, a un lado y otro del Atl&#x00E1;ntico, un remoto vestigio del culto a la Diosa Raz&#x00F3;n que inspir&#x00F3; en el siglo XVIII el furor revolucionario. En este sentido, y a&#x00FA;n reconoci&#x00E9;ndose como instituciones estrictamente civiles en su mayor&#x00ED;a, las universidades occidentales adquieren una funci&#x00F3;n simb&#x00F3;lica, vertebradora y ritual en el seno de nuestras sociedades.</p>
<p>Este hecho podr&#x00ED;a parecer una herencia m&#x00E1;s o menos remota o un rasgo escasamente revelador de la historia de las instituciones. Sin embargo, esta colecci&#x00F3;n de caracter&#x00ED;sticas privativas son ingredientes imprescindibles para comprender c&#x00F3;mo todav&#x00ED;a hoy se sigue concibiendo la carrera docente e investigadora, para lo bueno y para lo malo. A nadie se le escapa que una de las debilidades m&#x00E1;s expl&#x00ED;citas del sistema universitario espa&#x00F1;ol contempor&#x00E1;neo es aquella que ata&#x00F1;e a la precariedad e inestabilidad de la consolidaci&#x00F3;n de la carrera profesional. Hasta la &#x00FA;ltima convocatoria (diciembre 2021) de becas y contratos <italic>posdoc</italic>, era muy habitual que en nuestro pa&#x00ED;s un investigador o una investigadora brillantes tuvieran que ir enlazando contratos temporales durante diez a&#x00F1;os despu&#x00E9;s de la lectura de su tesis doctoral. Es decir, que la mejor investigadora imaginable en nuestro sistema universitario, despu&#x00E9;s de haberse doctorado, podr&#x00ED;a no encontrar un contrato estable hasta pasados los 35 a&#x00F1;os. No hace falta ser un profesional de la psicolog&#x00ED;a para prever cu&#x00E1;les son las consecuencias que una precarizaci&#x00F3;n semejante puede generar en una biograf&#x00ED;a. Este escenario tampoco cambiar&#x00ED;a demasiado en el caso de que nuestro investigador o nuestra investigadora imaginaria hubiera tenido la suerte de poder concurrir a una plaza de acceso como Ayudante Doctor ya que, lo m&#x00E1;s habitual, es que despu&#x00E9;s de un doctorado, una acreditaci&#x00F3;n y un concurso, esta persona pasara a disfrutar de un contrato de unos 1.400 euros al mes durante cinco a&#x00F1;os.</p>
<p>Estos datos no son una realidad m&#x00E1;s dentro del sistema universitario sino que suponen las condiciones materiales desde las cuales se ejerce la labor universitaria. La carrera acad&#x00E9;mica, lejos de haberse profesionalizado como una opci&#x00F3;n laboral atractiva para quienes a trav&#x00E9;s de su esfuerzo, m&#x00E9;rito y capacidad deciden consagrar sus esfuerzos a la tarea de la docencia y la investigaci&#x00F3;n, mantiene todav&#x00ED;a una cierta reminiscencia casi religiosa que la sit&#x00FA;a a mitad de camino entre la vocaci&#x00F3;n y el martirio. La referencia al martirio, por m&#x00E1;s que pueda resultar exagerada, creo que resulta perfectamente aplicable a nuestro desempe&#x00F1;o, pues en no pocas circunstancias la decisi&#x00F3;n de emprender una carrera investigadora entra&#x00F1;a la renuncia, casi total, de elementos imprescindibles para alcanzar una vida razonablemente feliz o lograda.</p>
    <p>Con respecto a la vocaci&#x00F3;n, t&#x00E9;rmino cargado tambi&#x00E9;n de implicaciones religiosas, resultan del todo reveladoras las reflexiones que hacia el a&#x00F1;o 1917 realizara Max Weber en &#x201C;La ciencia como vocaci&#x00F3;n&#x201D;. La caracterizaci&#x00F3;n de la ciencia como una vocaci&#x00F3;n es una muestra m&#x00E1;s del modo en que la labor docente e investigadora asume presupuestos de inspiraci&#x00F3;n casi religiosa. La llamada destinal desde la que la <italic>vocatio</italic> recluta a los j&#x00F3;venes investigadores ser&#x00ED;a motivo suficiente para consagrar una vida a esa actividad profesional que ya describimos como una profesi&#x00F3;n de fe, seg&#x00FA;n las palabras de Derrida. De nuevo, es sorprendente la vigencia y la actualidad de unas palabras pronunciadas hace m&#x00E1;s de un siglo pues por pluma de Weber leemos algo que podr&#x00ED;a considerarse perfectamente contempor&#x00E1;neo: &#x201C;es sumamente arriesgado para un cient&#x00ED;fico joven sin bienes de fortuna personal exponerse a los azares de la profesi&#x00F3;n acad&#x00E9;mica&#x201D; (<xref ref-type="bibr" rid="ref-22-28333-es">1967, p. 181</xref>). El aserto weberiano encaja de forma estrictamente pertinente con la incertidumbre econ&#x00F3;mica que tienen que soportar nuestros investigadores m&#x00E1;s j&#x00F3;venes. Es m&#x00E1;s, el extra&#x00F1;o, y a veces incluso extravagante modo en el que se eval&#x00FA;an los m&#x00E9;ritos profesionales en la carrera acad&#x00E9;mica, justifica, de nuevo, la advertencia con la que Max Weber intenta alertar a quienes deciden atender a la vocaci&#x00F3;n cient&#x00ED;fica. &#x00AB;&#x00BF;Cree usted -interroga a un incipiente investigador imaginado- que podr&#x00E1; soportar sin amargarse y sin corromperse el que a&#x00F1;o tras a&#x00F1;o pase por delante de usted una mediocridad tras otra?&#x00BB;. A nadie se le escapa que esta misma pregunta habr&#x00ED;a de tomarse por pertinente en la universidad contempor&#x00E1;nea y no es necesario realizar ning&#x00FA;n cuestionario para constatar que, en efecto, muchos colegas de profesi&#x00F3;n asentir&#x00ED;an sin demasiadas dudas a que ese riesgo es una de las fuentes de frustraci&#x00F3;n y desventura m&#x00E1;s habituales en la academia.</p>
<p>Creo, pese a todo, que la universidad espa&#x00F1;ola ha mejorado enormemente en las &#x00FA;ltimas d&#x00E9;cadas en cuestiones relativas a la transparencia, la gobernanza o la rendici&#x00F3;n de cuentas. La implantaci&#x00F3;n de los procesos ciegos y objetivos de acreditaci&#x00F3;n as&#x00ED; como la publicitaci&#x00F3;n de los criterios establecidos para el reconocimiento de sexenios y otros m&#x00E9;ritos docentes e investigadores han aminorado el horizonte de incertidumbre e imprevisibilidad en la promoci&#x00F3;n y estabilizaci&#x00F3;n. Sin embargo, esos criterios suponen una garant&#x00ED;a de &#x00FA;ltima instancia que muy escasamente solventan la incertidumbre individual a la que se enfrenta el personal investigador. A este respecto, considero que podemos reconocer sin duda que la carrera acad&#x00E9;mica puede inscribirse en el conjunto de profesiones en las que el peso de la vocaci&#x00F3;n acaba menoscabando la justa retribuci&#x00F3;n del trabajo, tal y como Remedios Zafra supo diagnosticar en el caso de las profesiones creativas.</p>
<p>En <xref ref-type="bibr" rid="ref-23-28333-es"><italic>El entusiasmo. Precariedad y trabajo creativo</italic> (2017)</xref> la profesora Zafra expuso, de una forma extraordinariamente l&#x00FA;cida, algunas de las servidumbres contempor&#x00E1;neas derivadas del exceso de entusiasmo en las profesiones creativas, entre las que podr&#x00ED;a incluirse la carrera acad&#x00E9;mica as&#x00ED; sea por analog&#x00ED;a. De este modo, lo que en otros contextos ha llegado a expresarse de una forma un tanto grosera como salario inmaterial, constituye uno de los elementos que m&#x00E1;s han contaminado la profesionalizaci&#x00F3;n plena de la carrera investigadora. En este texto, en el que Zafra dedica un cap&#x00ED;tulo espec&#x00ED;fico a las nuevas servidumbres epist&#x00E9;micas y laborales de la academia, se expone con suma precisi&#x00F3;n la relaci&#x00F3;n de inversa proporci&#x00F3;n que se establece entre las carreras vocacionales (y pasionales) y las garant&#x00ED;as laborales que ofrecen. As&#x00ED;, la falta de estabilidad, la discontinuidad de los contratos, el sometimiento a r&#x00ED;gidos y en ocasiones artificiales mecanismos de control y mesura de los m&#x00E9;ritos o la dolosa informalidad en la que se desarrolla gran parte de la labor investigadora encontrar&#x00ED;an, en el cumplimiento de la pasi&#x00F3;n y de la vocaci&#x00F3;n, una retribuci&#x00F3;n intangible pero suficiente para justificar condiciones que contrastan de forma groseramente expl&#x00ED;cita con lo que una universidad enteramente profesionalizada deber&#x00ED;a requerir.</p>

<sec id="sec-4-28333-es">
<label><bold>4.</bold></label>
<title><bold>M<sc>isi&#x00F3;n de la universidad</sc></bold></title>
<p>El contraste entre el aparente prestigio social de la instituci&#x00F3;n universitaria y la precariedad desde la que ejercen su profesi&#x00F3;n nuestros investigadores y docentes no es un dato que adquiera un inter&#x00E9;s puramente gremial o laboral. La imprevisibilidad del <italic>cursus honorum</italic> acad&#x00E9;mico no s&#x00F3;lo lesiona el bienestar o las leg&#x00ED;timas expectativas de nuestros profesores sino que, adem&#x00E1;s, determina el modo en que se produce, se transmite y eval&#x00FA;a el conocimiento. Cuidar la ciencia exige cuidar a aquellas personas que hacen ciencia, y la custodia, el cultivo y la transmisi&#x00F3;n del conocimiento es uno de los signos que mejor evidencian la salud de una comunidad pol&#x00ED;tica. Sin embargo, que hoy se haya naturalizado la expresi&#x00F3;n &#x201C;producci&#x00F3;n cient&#x00ED;fica&#x201D; demuestra, sin disimulo alguno, que el paradigma productivo ha pasado a regular nuestra relaci&#x00F3;n con los distintos saberes. Recuerden las ambiciosas palabras con las que Jacques Derrida hab&#x00ED;a definido el quehacer universitario y hag&#x00E1;monos cargo del enorme hiato existente entre la proyecci&#x00F3;n social de la universidad y su realidad material.</p>
<p>Aunque las precarias condiciones que hemos apenas dibujado resulten determinantes, la universidad ni puede ni debe definirse por las circunstancias laborales en las que nuestro personal docente e investigador. Precisamente, al no tratarse de un mero oficio, y al describirse la vocaci&#x00F3;n profesoral como una profesi&#x00F3;n en sentido estricto, esto es, como la profesi&#x00F3;n p&#x00FA;blica de una vocaci&#x00F3;n, la universidad debe actualizar su misi&#x00F3;n institucional para hacer expl&#x00ED;citos sus retos y desaf&#x00ED;os futuros. A este respecto, y retomando una fuente cl&#x00E1;sica conforme a lo advertido, pocas reflexiones resultan vigentes como la que realizara Ortega en el a&#x00F1;o 1930. Al igual que en el caso de Weber, las palabras que se pronunciaron en forma de conferencia pasaron a editarse posteriormente para conservar el diagn&#x00F3;stico del pensador madrile&#x00F1;o.</p>
<p>La reflexi&#x00F3;n orteguiana mantiene todav&#x00ED;a una cierta inercia heredera del c&#x00E9;lebre debate iniciado en 1876 relativo a la Ciencia espa&#x00F1;ola. Sin embargo, el valor del nuevo an&#x00E1;lisis pasaba por actualizar la misi&#x00F3;n de la instituci&#x00F3;n universitaria a partir de la planificaci&#x00F3;n de su reforma. As&#x00ED;, la ambici&#x00F3;n orteguiana aspiraba a procurar una reforma universitaria que superara el af&#x00E1;n de revertir los abusos para lograr configurar un nuevo marco institucional. Esta vocaci&#x00F3;n adquiere en nuestros d&#x00ED;as una singular pertinencia ya que despu&#x00E9;s de la implantaci&#x00F3;n del Plan Bolonia, y como consecuencia de la pandemia de la COVID19, el debate sobre la transici&#x00F3;n y transformaci&#x00F3;n universitaria vuelve a ocupar el centro del debate pol&#x00ED;tico en Espa&#x00F1;a.</p>
<p>Retomando el marco teleol&#x00F3;gico, Ortega se&#x00F1;alar&#x00E1; que &#x201C;la ra&#x00ED;z de la reforma universitaria est&#x00E1; en acertar plenamente con su misi&#x00F3;n&#x201D;, un planteamiento que habr&#x00ED;a de urgirnos a la hora de definir, antes de adentrarnos en cualquier transformaci&#x00F3;n (digital o de cualquier otra &#x00ED;ndole), la finalidad de la instituci&#x00F3;n universitaria. Hoy sabemos que la universidad es una instituci&#x00F3;n enormemente compleja, plural e incluso cambiante, pero los dos grandes ejes sobre los que se orienta su actividad siguen siendo exactamente los mismos que en tiempos de Weber: docencia e investigaci&#x00F3;n (con el nuevo a&#x00F1;adido de la transferencia cient&#x00ED;fica como una misi&#x00F3;n complementaria). Estas actividades no pueden, sin embargo, describirse como fines puros, pues su definici&#x00F3;n ser&#x00E1;, a su vez, deudora del fin social que aspiran a satisfacer. Si bien Arist&#x00F3;teles inaugur&#x00F3; el primer libro de <italic>Metaf&#x00ED;sica</italic> apelando la necesidad de saber por saber (<italic>Met.</italic> I 1 980 a 20), en un gesto que siglos despu&#x00E9;s reivindicar&#x00ED;a el arte en esl&#x00F3;ganes autot&#x00E9;licos como <italic>ars gratia artis</italic> o el <italic>art pour l&#x00B4;art</italic>, el an&#x00E1;lisis socialmente responsable de la institucionalizaci&#x00F3;n del saber requiere reconocer con claridad cu&#x00E1;l es la funci&#x00F3;n social, humana, y puede que incluso humanitaria, de la universidad.</p>
    <p>En muy pocas ocasiones el conocimiento pude definirse como un fin en s&#x00ED; mismo ya que la autorreferencialidad de la ciencia nos impedir&#x00ED;a tomar decisiones acerca de qu&#x00E9; merece la pena conocer o qu&#x00E9; merece la pena ser ense&#x00F1;ado. Ortega intuy&#x00F3; una cl&#x00E1;usula econ&#x00F3;mica en la gesti&#x00F3;n y administraci&#x00F3;n del conocimiento que merece la pena rescatar: la atenci&#x00F3;n y los recursos humanos, y desde luego los recursos econ&#x00F3;micos desde los que se promociona el desarrollo de la ciencia, son en nuestro tiempo necesariamente finitos. La administraci&#x00F3;n de estos bienes escasos son los que imprimen una l&#x00F3;gica econ&#x00F3;mica (que no economicista) en la deliberaci&#x00F3;n cient&#x00ED;fica y universitaria. No podemos, como nos invitaba a hacer la <xref ref-type="bibr" rid="ref-17-28333-es">Diosa de Parm&#x00E9;nides (2007)</xref>, ni conocerlo todo ni ense&#x00F1;arlo todo. El <italic>omnia docet</italic> que todav&#x00ED;a leemos blas&#x00F3;n del Coll&#x00E8;ge de France se ha demostrado imposible y proyectos tan radicales como los que inspiraron <italic>L&#x00B4;Encyclop&#x00E9;die</italic>, a saber, el intento por compendiar todo el conocimiento humano disponible, hoy resultar&#x00ED;an de una ingenuidad pasmosa. La sabidur&#x00ED;a en su conjunto resulta inasequible para una instituci&#x00F3;n y cualquier persona que haya adquirido responsabilidades de gobierno en una universidad sabe que gestionar es, las m&#x00E1;s de las veces, optar por l&#x00ED;neas, metodolog&#x00ED;as u objetos de investigaci&#x00F3;n frente a otros. Decidir qu&#x00E9; merece la pena conocer, por qu&#x00E9; hay que privilegiar unas l&#x00ED;neas sobre otras o priorizar en el tiempo el grado de inversi&#x00F3;n en distintos horizontes de innovaci&#x00F3;n son siempre opciones que se ejercen sobre un universo finalista que nos devuelve a la pregunta orteguiana inicial: &#x00BF;cu&#x00E1;l es la misi&#x00F3;n de la universidad?</p>
</sec>
<sec id="sec-5-28333-es">
<label><bold>5.</bold></label>
<title><bold>&#x00BF;E<sc>nse&#x00F1;ar o investigar</sc>?</bold></title>
    <p>Ortega plantea una misi&#x00F3;n democr&#x00E1;ticamente urgente pero cient&#x00ED;ficamente problem&#x00E1;tica cuando subraya que el destinatario &#x00FA;ltimo del quehacer universitario debe ser el hombre medio. Las instituciones p&#x00FA;blicas, alcanza a decir, toman al hombre medio como medida. Es enormemente significativo que quien construyera parte de su fama diagnosticando una rebeli&#x00F3;n de las masas destacara, al mismo tiempo, el compromiso de la universidad con la condici&#x00F3;n media. La tensi&#x00F3;n existente entre excelencia y median&#x00ED;a, o entre vanguardia y mayor&#x00ED;a, es algo que todav&#x00ED;a afecta al modo en que se concibe la universidad. De una parte, y resulta obvio tener que se&#x00F1;alarlo, la red de universidades p&#x00FA;blicas espa&#x00F1;olas adquiere un compromiso espec&#x00ED;fico con los procesos formativos y de desarrollo cultural de nuestra ciudadan&#x00ED;a en su conjunto. Esta misi&#x00F3;n se aviene, por cierto, de forma literal con lo consignado por nuestra Constituci&#x00F3;n (<xref ref-type="bibr" rid="ref-8-28333-es">Art. 27</xref>). La universidad, especialmente la p&#x00FA;blica, no s&#x00F3;lo beneficia a sus estudiantes como destinatarios de un servicio sino que en una comunidad democr&#x00E1;ticamente vertebrada, donde las decisiones pol&#x00ED;ticas aspiran a representar el inter&#x00E9;s de la mayor&#x00ED;a, la formaci&#x00F3;n de la ciudadan&#x00ED;a es una suerte de garant&#x00ED;a epistemol&#x00F3;gica y un ascensor social que genera beneficios globales. Sin embargo, este compromiso leg&#x00ED;timamente igualitario, no hace que sea menos realista reconocer que limitar la exigencia cient&#x00ED;fica y formativa al nivel alcanzable por una mayor&#x00ED;a acabar&#x00ED;a por lastrar el avance de la investigaci&#x00F3;n y el rendimiento acad&#x00E9;mico de la minor&#x00ED;a m&#x00E1;s destacada. Las conclusiones alumbradas por Tocqueville en <xref ref-type="bibr" rid="ref-20-28333-es"><italic>La democracia en Am&#x00E9;rica</italic></xref> ser&#x00ED;an perfectamente trasladables al &#x00E1;mbito educativo e investigador en este punto. La garant&#x00ED;a de m&#x00ED;nimos puede sacrificar, en ocasiones, la expresi&#x00F3;n de la excelencia.</p>
<p>Ortega aspir&#x00F3; a resolver esta dificultad dividiendo la misi&#x00F3;n de la universidad en tres prop&#x00F3;sitos. As&#x00ED;, el fil&#x00F3;sofo subray&#x00F3; que una de las finalidades de la instituci&#x00F3;n universitaria ser&#x00ED;a la ense&#x00F1;anza de profesiones intelectuales, otra la investigaci&#x00F3;n y una tercera centrada en la transmisi&#x00F3;n cultural. Con respecto a la primera, la misi&#x00F3;n profesionalizante resulta, ciertamente, ineludible, aunque su peso, o incluso el protagonismo que Ortega reconoce de forma preferencial, requerir&#x00ED;a una profunda redefinici&#x00F3;n en nuestro tiempo. No es objeto de esta investigaci&#x00F3;n cifrar las transformaciones que deber&#x00ED;an operarse en el seno de la universidad para adaptarse a esta nueva realidad laboral cambiante pero parece forzoso conceder que la universidad ni puede, ni debe, convertirse en un mero instrumento de formaci&#x00F3;n profesional. La proliferaci&#x00F3;n de certificaciones externas y las nuevas plataformas de formaci&#x00F3;n continua competen e incluso acabar&#x00E1;n por complementar gran parte de la ense&#x00F1;anza universitaria. La universidad no puede concebirse meramente como una instituci&#x00F3;n expendedora de acreditaciones profesionales pero, al mismo tiempo, no podr&#x00ED;a comprenderse su utilidad social sin el ejercicio parcial de algo muy parecido esa funci&#x00F3;n.</p>
    <p>Una de las aportaciones m&#x00E1;s genuinas del diagn&#x00F3;stico de Ortega, y que marcar&#x00ED;a una diferencia natural con algunos usos contempor&#x00E1;neos en sede universitaria, es su rotunda distinci&#x00F3;n entre la funci&#x00F3;n investigadora y la labor docente. Frente a la caracterizaci&#x00F3;n habitual en la carrera investigadora en Espa&#x00F1;a, que integra docencia e investigaci&#x00F3;n, el aserto del pensador es rotundo a este respecto: &#x201C;La ciencia en su sentido propio, esto es, la investigaci&#x00F3;n cient&#x00ED;fica, no pertenece de una manera inmediata y constitutiva a las funciones primarias de la Universidad ni tiene que ver sin m&#x00E1;s ni m&#x00E1;s con ellas&#x201D; (2017, p. 551). De un modo muy resumido podr&#x00ED;amos afirmar que para Ortega existir&#x00ED;a un hiato perfectamente discreto entre la creaci&#x00F3;n y la transmisi&#x00F3;n del conocimiento. Como el propio Weber se&#x00F1;alara, y como todos hemos podido constatar alguna vez, un buen docente puede ser un p&#x00E9;simo investigador y viceversa. Esta tesis resultar&#x00ED;a problem&#x00E1;tica en no pocos campus europeos y, sin embargo, ser&#x00ED;a algo m&#x00E1;s asimilable en un contexto acad&#x00E9;mico como el estadounidense. As&#x00ED;, en EE.UU. es habitual distinguir entre universidades con vocaci&#x00F3;n investigadora y <italic>colleges</italic> cuya misi&#x00F3;n esencial radica en la ense&#x00F1;anza. En cualquier caso, y este es un dato no menor con el que tendr&#x00ED;a que dialogar una visi&#x00F3;n orteguiana de la universidad, s&#x00ED; es cierto que casi todas las universidades que ocupan los primeros puestos en las clasificaciones estadounidenses son instituciones clasificadas como R1 (<italic>Research One</italic>) en el <xref ref-type="bibr" rid="ref-20-28333-es"><italic>Carnegie Classification of Institutions of Higher Education</italic></xref>. Es decir, que las universidades m&#x00E1;s prestigiosas son aquellas que re&#x00FA;nen docencia e investigaci&#x00F3;n.</p>
<p>La propuesta de Ortega intentaba resolver una de las tensiones inherentes a cualquier caracterizaci&#x00F3;n de la universidad en t&#x00E9;rminos de utilidad p&#x00FA;blica y social. Alinear el prop&#x00F3;sito de universidades generalistas que puedan dirigirse al ciudadano medio con la vocaci&#x00F3;n investigadora y la creaci&#x00F3;n de una ciencia excelente es, ciertamente, una tarea compleja con visos de ser incluso contradictoria. Cualquier instituci&#x00F3;n universitaria debe saber si se dirige al 0&#x00B4;1 % con mayor rendimiento acad&#x00E9;mico o si aspira a integrar a m&#x00E1;s del 10 % de la poblaci&#x00F3;n. Dependiendo de su p&#x00FA;blico objetivo y del grado de detalle de esa misi&#x00F3;n podr&#x00ED;a orientar su actividad en una direcci&#x00F3;n u otra. Del mismo modo, el porcentaje que cada universidad destina a partidas vinculadas con la investigaci&#x00F3;n es discrecional y corresponde a cada instituci&#x00F3;n pautar, de forma aut&#x00F3;noma, su pol&#x00ED;tica cient&#x00ED;fica. Parece obvio, en cualquier caso, que el rigor creciente y la condici&#x00F3;n competitiva de la investigaci&#x00F3;n encajar&#x00ED;a de manera poco coherente con una universalizaci&#x00F3;n creciente de la formaci&#x00F3;n universitaria.</p>
<p>La investigaci&#x00F3;n en Espa&#x00F1;a depende en gran medida de las universidades aunque nuestro sistema de investigaci&#x00F3;n p&#x00FA;blica encuentra en otras instituciones como el CSIC, centros nacionales como el CNIO o los distintos institutos regionales (Ikerbasque en Pa&#x00ED;s Vasco, Icrea en Catalu&#x00F1;a, los IMDEAS en la Comunidad de Madrid...) alternativas a la actividad investigadora de las universidades. A todo ello a&#x00FA;n deber&#x00ED;amos sumarle las iniciativas privadas o empresariales. De nuevo, queda muy lejos de la capacidad de quien escribe determinar en qu&#x00E9; grado debe subordinarse la pol&#x00ED;tica cient&#x00ED;fica de Espa&#x00F1;a con la pol&#x00ED;tica exclusivamente universitaria. Ambos horizontes, el puramente universitario y la investigaci&#x00F3;n global del pa&#x00ED;s, son necesariamente solidarios y el modo en que se establezca el dise&#x00F1;o de esta cooperaci&#x00F3;n puede admitir variables complejas. Es m&#x00E1;s, a este desaf&#x00ED;o deber&#x00ED;amos sumarle una nueva posibilidad cooperativa entre Estados e instituciones como son las redes o las alianzas interuniversitarias tales como CIVIS o la Alianza 4U. La sucesi&#x00F3;n de programas de investigaci&#x00F3;n en el marco de la Comisi&#x00F3;n Europea son otro dato relevante a la hora de integrar estrategias que trascienden la jurisdicci&#x00F3;n y la estrategia nacional. Este tipo de iniciativas inauguran nuevos marcos administrativos, ejecutivos e institucionales para desarrollar de un modo novedoso tanto la docencia como la actividad universitaria pero para poder cifrar en t&#x00E9;rminos de &#x00E9;xito o fracaso las reformas pendientes deber&#x00ED;amos generar una prospectiva clara de cu&#x00E1;les son los objetivos que se intentan alcanzar.</p>
<p>En cualquier caso, y es de justicia reconocerlo, la descripci&#x00F3;n que Ortega realiza de la tarea investigadora como prop&#x00F3;sito independiente podr&#x00ED;a hacerse perfectamente coherente con el modo en que hoy se desarrolla la actividad universitaria. As&#x00ED;, a pesar de subrayar una diferencia esencial entre la funci&#x00F3;n docente y la investigaci&#x00F3;n, el fil&#x00F3;sofo acabar&#x00E1; por concluir que la universidad requiere convivir en &#x00ED;ntima comunidad con los &#x201C;campamentos&#x201D; (2017, p. 566) que las ciencias deber&#x00ED;an establecer en la proximidad de la universidad. Nada impide reconocer que esa met&#x00E1;fora m&#x00E1;s o menos lograda podr&#x00ED;a acabar compadeci&#x00E9;ndose con el modo en que hoy se sincopan docencia e investigaci&#x00F3;n en la academia. M&#x00E1;s all&#x00E1; de los detalles espec&#x00ED;ficos o del acierto de Ortega en su diagn&#x00F3;stico no cabe duda de que la porosa linde que distingue ambas labores fundamentales y la administraci&#x00F3;n de esa frontera entre ense&#x00F1;anza y creaci&#x00F3;n del conocimiento seguir&#x00E1; siendo durante d&#x00E9;cadas uno de los &#x00E1;mbitos m&#x00E1;s delicados de planificaci&#x00F3;n y de gobierno de nuestras universidades.</p>
</sec>
<sec id="sec-6-28333-es" sec-type="conclusions">
<label><bold>6.</bold></label>
<title><bold>C<sc>onclusi&#x00F3;n:</sc> A<sc>ctualizaci&#x00F3;n de prop&#x00F3;sitos</sc></bold></title>
<p>Vivimos un narcisismo de &#x00E9;poca. Pr&#x00E1;cticamente todos los desaf&#x00ED;os pol&#x00ED;ticos y sociales a los que nos enfrentamos les concedemos una naturaleza ad&#x00E1;nica e inaugural. La modernidad tard&#x00ED;a insiste en pensarse como un tiempo excepcional y el pulso de nuestro tiempo parece exigirnos que cada minuto sea trascendente y crucial. No es distinto en sede universitaria ni en casi ning&#x00FA;n contexto institucional. Creo, sin embargo, que existen buenas razones para creer que ese af&#x00E1;n presentista tiene algo de vanidad y no tanto arraigo en la realidad. La revisi&#x00F3;n de fuentes tan cl&#x00E1;sicas como los textos de Weber o de Ortega nos demuestran que casi todos los tiempos se parecen y que no pocos de los problemas y desaf&#x00ED;os que creemos estrictamente contempor&#x00E1;neos ya fueron formulados hace un siglo. Al menos.</p>
<p>Los problemas son casi siempre los mismos aunque las soluciones exigen acentos y matices novedosos en cada circunstancia y en cada tiempo. A este respecto, creo que la tercera y &#x00FA;ltima misi&#x00F3;n que Ortega reconoce para la universidad deber&#x00ED;a destacarse como prioritaria en las pr&#x00F3;ximas d&#x00E9;cadas. Adem&#x00E1;s de la formaci&#x00F3;n de profesionales y la investigaci&#x00F3;n, el fil&#x00F3;sofo madrile&#x00F1;o destac&#x00F3; la importancia cultural que tiene la universidad. Nuestro pensador advierte que la &#x201C;Cultura es el sistema de ideas vivas que cada tiempo posee. (...) el sistema de ideas desde las cuales el tiempo vive&#x201D; (2017, p. 555). Aun cuando la propia definici&#x00F3;n de cultura pudiera enmendarse no cabe duda de que entre las muchas funciones que podemos reconocer a la academia existe una misi&#x00F3;n esencialmente cultural en ella. La universidad es una instituci&#x00F3;n cient&#x00ED;fica, educativa, normativa pero, tambi&#x00E9;n, esencialmente cultural, pues s&#x00F3;lo en ella se custodian saberes y disciplinas que no sobrevivir&#x00ED;an en un r&#x00E9;gimen de libre mercado. Tal vez este sea el motivo por el que la pr&#x00E1;ctica totalidad de las universidades de &#x00E9;lite son o bien p&#x00FA;blicas o bien instituciones <italic>non-profit</italic>.</p>
<p>La universidad, en su condici&#x00F3;n de garante de ciertas autoridades epist&#x00E9;micas, ejerce funciones de cr&#x00ED;tica y conservaci&#x00F3;n cultural distinguiendo una relaci&#x00F3;n de juicio y comparaci&#x00F3;n entre las ideas. Esta caracterizaci&#x00F3;n de la autoridad epist&#x00E9;mica creo que resultar&#x00E1; esencial en los pr&#x00F3;ximos a&#x00F1;os. En un contexto de proliferaci&#x00F3;n de datos y de almacenamiento masivo de la informaci&#x00F3;n parece evidente que, en gran medida, la labor de conservaci&#x00F3;n del conocimiento dejar&#x00E1; de ser una misi&#x00F3;n exclusiva o preferente de la universidad. Sin embargo, la informaci&#x00F3;n es algo muy distinto del conocimiento y es en esa distinci&#x00F3;n donde la autoridad universitaria podr&#x00E1; encontrar un prop&#x00F3;sito de renovada utilidad social. La sobreabundancia de datos exige distinguir entre qu&#x00E9; informaci&#x00F3;n puede o no ser relevante, qu&#x00E9; direcci&#x00F3;n y sentido ha de proponerse la investigaci&#x00F3;n o qu&#x00E9; fuentes pueden describirse como leg&#x00ED;timas o ileg&#x00ED;timas a la hora de informarnos. Riesgos como contempor&#x00E1;neos como la infoxicaci&#x00F3;n, de la que hablara Alfons Cornell&#x00E1; (<xref ref-type="bibr" rid="ref-9-28333-es">Cornell&#x00E1;, 2004</xref>) o incluso la proliferaci&#x00F3;n de bulos y de <italic>fake news</italic> parecen urgirnos a rehabilitar fuentes, m&#x00E9;todos y autoridades que nos permitan no s&#x00F3;lo discernir entre el conocimiento verdadero y el falso sino, tambi&#x00E9;n, entre la informaci&#x00F3;n relevante y la irrelevante.</p>
    <p>Harold Bloom public&#x00F3; en 1994 su c&#x00E9;lebre texto <xref ref-type="bibr" rid="ref-5-28333-es"><italic>The Western Canon,</italic></xref> en el que criticaba, provisto de &#x00E1;cida iron&#x00ED;a, c&#x00F3;mo la escuela del resentimiento hab&#x00ED;a insistido en revocar el canon tradicional de los estudios literarios a la luz de causas pol&#x00ED;ticas y morales. Su diagn&#x00F3;stico fue sin duda visionario de todo lo que habr&#x00ED;a de venir despu&#x00E9;s. Al mismo tiempo, el extraordinario libro <xref ref-type="bibr" rid="ref-14-28333-es"><italic>The Coddling of the American Mind: How Good Intentions and Bad Ideas Are Setting Up a Generation for Failure</italic></xref>, escrito por J. D. Haidt y G. Lukianoff (que retoma un art&#x00ED;culo publicado por ambos autores en <italic>The Atlantic</italic> en 2015), expone y denuncia a la luz de no pocas evidencias estad&#x00ED;sticas el modo en que la cultura de la cancelaci&#x00F3;n, la ausencia de criticismo y la falta de pluralismo han resentido el prestigio y la calidad de las universidades norteamericanas. El ascenso de ejercicios de censura informal, la expulsi&#x00F3;n de profesores o la cancelaci&#x00F3;n de actos perfectamente rigurosos desde un punto de vista acad&#x00E9;mico son sin duda una noticia preocupante para quienes seguimos confiando en las universidades como espacios de libertad. En Espa&#x00F1;a tambi&#x00E9;n han tenido lugar acontecimientos de censura equivalente, como el que sufri&#x00F3; el profesor Pablo de Lora (catedr&#x00E1;tico de Filosof&#x00ED;a del Derecho de la UAM<xref ref-type="fn" rid="fn8"><sup>8</sup></xref>) o las carpas de estudiantes constitucionalistas atacadas en Catalu&#x00F1;a. Lo negativo de estas noticias es que demuestran, una vez m&#x00E1;s, que el totalitarismo es una tentaci&#x00F3;n demasiado humana o, como se&#x00F1;alara Anne Applebaum, remiti&#x00E9;ndose a su vez a H. Arendt (<xref ref-type="bibr" rid="ref-2-28333-es">Applebaum, 2021</xref>, p. 11), un tipo de personalidad que no distingue entre izquierdas o derechas. Sin embargo, el hecho de que este tipo de acontecimientos acontezcan en una universidad es relevante porque demuestran que los campus universitarios siguen siendo un territorio de vanguardia y de disputa cultural.</p>
<p>No es objeto de esta investigaci&#x00F3;n desentra&#x00F1;ar cu&#x00E1;l puede ser la genealog&#x00ED;a acad&#x00E9;mica de la cultura de la cancelaci&#x00F3;n. Existen suficientes estudios al respecto que exploran, con todo detalle, hip&#x00F3;tesis complejas y veros&#x00ED;miles que enlazan esta expresi&#x00F3;n de intolerancia con la desinformaci&#x00F3;n planificada (<xref ref-type="bibr" rid="ref-18-28333-es">Rauch, 2021</xref>). La existencia del fen&#x00F3;meno s&#x00ED; vuelve a recordarnos, pese a todo, que entre las muchas misiones que tiene la universidad, todav&#x00ED;a puede distinguirse su prop&#x00F3;sito esencialmente cultural. En el marco de la democracia liberal y en un contexto de sociedades heterog&#x00E9;neas y felizmente plurales, la universidad debe actualizar su responsabilidad cultural protegiendo, precisamente, los valores que nos hacen reconocibles como sociedad. Si la esencia de la universidad viene determinada por aquello que s&#x00F3;lo la universidad puede hacer, parece evidente que la academia es el lugar donde todav&#x00ED;a deben custodiarse expresiones culturales y del conocimiento que a pesar de ser deficitarias cumplen una funci&#x00F3;n social e incluso republicana en su sentido m&#x00E1;s cl&#x00E1;sico. Por este motivo no importar&#x00E1; (o no deber&#x00ED;a importar) cu&#x00E1;ntos estudiantes de sir&#x00ED;aco o de acadio existen en nuestro Sistema Universitario puesto que, parece evidente, la existencia de profesores e investigadores que consagran su vida al estudio de fuentes cl&#x00E1;sicas aunque minoritarias es un s&#x00ED;ntoma de ambici&#x00F3;n cultural.</p>
<p>En demasiadas ocasiones hay quien insiste en justificar la utilidad de la filosof&#x00ED;a en su capacidad para formular preguntas. Honestamente creo que ese es un lujo narcisista que en sede acad&#x00E9;mica deber&#x00ED;a desterrarse. Por este motivo, y a la luz de lo expuesto, creo que podemos concluir la presente investigaci&#x00F3;n asumiendo esta capitulaci&#x00F3;n sumaria de misiones que podr&#x00ED;an ser de utilidad para planificar el modo en que deber&#x00ED;an afrontarse algunos de los desaf&#x00ED;os inminentes a los que se enfrentar&#x00E1;n nuestras universidades en las pr&#x00F3;ximas d&#x00E9;cadas.</p>
<p>El primero de ellos, y por eso lo referimos de manera aislada, ata&#x00F1;e a la precarizaci&#x00F3;n de la carrera universitaria. La desaparici&#x00F3;n de las clases medias entre el personal investigador y docente se asienta sobre una polarizaci&#x00F3;n entre trabajadores precarios y cient&#x00ED;ficos excelentes resentir&#x00E1;, sin duda, la calidad de nuestras ense&#x00F1;anzas e incluso la convivencia ordinaria. Estas precondiciones materiales son, adem&#x00E1;s, una evidencia incuestionable del valor que nuestra sociedad le concede a la universidad donde el reconocimiento y el prestigio social ha quedado no s&#x00F3;lo reducido sino incluso disputado. Asimismo, hemos considerado que la universidad y el conocimiento no pueden describirse en t&#x00E9;rminos autot&#x00E9;licos o autorreferenciales. Es decir, la universidad debe fijar su misi&#x00F3;n y su prop&#x00F3;sito como instituci&#x00F3;n al tiempo que deber&#x00ED;a determinar de forma expl&#x00ED;cita los fines espec&#x00ED;ficos hacia los cuales deben orientarse la ciencia y el conocimiento. Dada la imposibilidad de conocerlo y ense&#x00F1;arlo todo, debemos priorizar en t&#x00E9;rminos finales cu&#x00E1;l es el prop&#x00F3;sito (social, pol&#x00ED;tico y cultural) hacia el que deben proyectarse los distintos saberes.</p>
<p>Creemos, finalmente, que el diagn&#x00F3;stico orteguiano sigue siendo perfectamente vigente y por este motivo la universidad debe guardar un compromiso espec&#x00ED;fico con la formaci&#x00F3;n de profesionales, con la investigaci&#x00F3;n y con la cultura de cada tiempo. De estas tres misiones es la tercera, probablemente, la que deba operar una actualizaci&#x00F3;n m&#x00E1;s ambiciosa en tiempo presente. En un contexto en el que la informaci&#x00F3;n y los datos se multiplican, la orientaci&#x00F3;n que puede brindar la universidad como autoridad epist&#x00E9;mica habr&#x00E1; de resultar imprescindible en t&#x00E9;rminos sociales. Asimismo, en un contexto de polarizaci&#x00F3;n creciente como el que vivimos, la defensa y la promoci&#x00F3;n del pluralismo ideol&#x00F3;gico y cultural deber&#x00ED;a pasar a convertirse en un &#x00E1;mbito de acci&#x00F3;n prioritaria para todas las universidades.</p>

<title>ABSTRACT</title>
<p>This paper aims to update a finalist definition of the university taking into account its social mission. In the initial assessment, this research will consider the qualities, functions and objectives that are specific to the university and so cannot be replaced by other institutions or alternative practices in our society. Therefore, we suggest offering a functional definition for university institutions, preferably non-profit ones, that is based on their purpose. Our research will fundamentally consider data relating to the Spanish university system and will favour classical frameworks for contemporary thought to establish the institutional purpose of universities.</p>
<p>Methodologically, we will refer to quantitative data and their sources, although this research aspires to provide a critical reflection, albeit one with an eminently practical vocation. It is, therefore, a reflection articulated from philosophy (or, more generally, from humanities) and not from the social sciences in a strict sense. The theoretical suppositions from which we will start owe a particular debt to Max Weber, Jacques Derrida and, especially, Jos&#x00E9; Ortega y Gasset, although they will also dialogue with more contemporary references such as Anne Applebaum and Jonathan D. Haidt. Likewise, throughout this text, references to classical and medieval philosophy will be incorporated, which we believe can continue to claim objective validity. From these theoretical premises we will try to bring the mission of the contemporary university up to date, underlining its social and cultural implications and claiming a specific political responsibility in the promotion and custody of certain epistemic hierarchies within the framework of a plural and democratic society.</p>

En su diagn&#x00F3;stico inicial, esta investigaci&#x00F3;n se interrogar&#x00E1; por las cualidades, funciones y objetivos que son espec&#x00ED;ficos de la universidad y que, por este motivo, no pueden ser sustituidos por otras instituciones o pr&#x00E1;cticas alternativas en nuestra sociedad. Proponemos, por ello, brindar una definici&#x00F3;n funcional y de prop&#x00F3;sito para las instituciones universitarias, preferentemente aquellas que no tienen &#x00E1;nimo de lucro. Nuestra investigaci&#x00F3;n atender&#x00E1;, fundamentalmente, a los datos relativos al Sistema Universitario Espa&#x00F1;ol y se servir&#x00E1; de marcos preferentemente cl&#x00E1;sicos del pensamiento contempor&#x00E1;neo en el establecimiento del prop&#x00F3;sito institucional de las universidades.</p>

<label><bold>1.</bold></label>
<title><bold>I<sc>ntroduction and methodology</sc></bold></title>
<p>The university is an exceptional institution. It has many special characteristics, but one of its most marked and distinguishing features is its self-conscious reflection. It could be argued that, since ancient times, and particularly since the emergence of the social sciences in the 19th century, the university has been an entity that, like Aristotle&#x2019;s god, fulfils the singular function of thinking itself (<italic>Met</italic>. XII, 1074b34-5). This self-reflexive nature has acquired an important role in recent years within the area of public debate. The debate over what the university is and should be has transcended the boundaries of academia itself, acquiring its own momentum in the political and media agenda. In the case of the Spanish university system, public debate has become especially visible after each of the legislative reforms that has, in one way or another, tried to update the efficacy and good functioning of universities in Spain.</p>
<p>Since the implementation of the reforms resulting from the Bologna Declaration in 1999, indicators, statistics and protocols for evaluating the quality of university teaching have multiplied. The creation of the European Higher Education Area has driven increased professionalisation in the preparation of data in the university sphere, undoubtedly creating diagnostic and mapping tools that are of great use for university governance and legislation. This paper however, does not aspire to be data-driven research in the strict sense, as is not the place of philosophy to submit to the discipline of quantitative evidence. Nonetheless, this does not mean that it should not take it into consideration.</p>
    <p>There are many sources we can turn to for a more or less comprehensive and complex account of the Spanish university system. Spain&#x2019;s Instituto Nacional de Estad&#x00ED;stica [National Statistics Institute], for example, publishes the Estad&#x00ED;stica de Universidades, Centros y Titulaciones [Statistics on Universities, Centres and Qualifications]<xref ref-type="fn" rid="fn02"><sup>2</sup></xref>. Similarly, the Ministry of Universities publishes annually the <xref ref-type="bibr" rid="ref-15-28333-en"><italic>Datos y Cifras del Sistema Universitario Espa&#x00F1;ol</italic></xref> [Data and Figures of the Spanish University System], a summary centred on the (organisational and economic) structure, access, students and staff of Spain&#x2019;s universities. The report by CRUE [the Association of Principals of Spanish Universities] <italic>La Universidad Espa&#x00F1;ola en Cifras</italic> [The Spanish University in Figures] has been published since 1996. This is a document that not only sets out but also interprets data that are of value and interest for appraising the reality of Spain&#x2019;s universities. Furthermore, other projects like the Informe CYC report (promoted by the Fundaci&#x00F3;n Conocimiento y Desarrollo [Knowledge and Development Foundation]) offer us very valuable instruments for analysing the different tasks undertaken in the university framework. There are, also, initiatives from the private sector that specifically cater to the field of R&#x0026;D where, again, very interesting data can be found to provide information about the current state of the university in Spain<xref ref-type="fn" rid="fn03"><sup>3</sup></xref>.</p>
<p>I believe however, that the specific utility that philosophy &#x2013; and the humanities in general &#x2013; can offer does not so much relate to the interpretation of data as the establishment of critical and hermeneutic keys that allow us to elucidate, diligently and responsibly, the meaning and scope of these indicators. Philosophy can only interpret a set of statistics or records clumsily and it would only very inexactly be able to explain whether a percentage is decisive for the fulfilment of the purpose of Spanish universities. Insofar as philosophy is an essentially theoretical discipline, however, it can and must unlock what the mission of the university could &#x2013; or even should &#x2013; be and what traits should strengthen the fulfilment of this goal within the framework of civil society and in the public interest. For this reason, in the research that follows, references to quantitative data will be merely secondary and serve to support a theoretical and finalistic reflection on the university as an institution. For the same reason, in this paper, classical sources from the philosophical canon will be interspersed with contemporary publications that can help support our conclusions.</p>
<p>The theoretical framework of this research will be decidedly definitional and finalistic, underlining how this paper will set out to define what the university is and what it should be in the post-pandemic social and political setting. This definition will, in turn, be shaped by the purpose and goal we identify for the university. In the same way, we will ask ourselves about what obstacles and opportunities might hinder or favour this mission. The purpose is not only not new but it combines with a strictly classical methodological framework. So, thanks to Aristotle, we know that the definition of any object or institution can be determined by its <italic>telos</italic>, or purpose, summarising an insight he explained at the start of the <italic>Nicomachean Ethics</italic>. This same finalistic description (what the university is and should be is shaped by its mission and purpose) obliges us to enter into a very close dialogue with a text from 1930 by Jos&#x00E9; Ortega y Gasset, <italic>Misi&#x00F3;n de la Universidad</italic> [Mission of the University]. As well as this source, which is the main one with which we will enter discussions, we will consider two essential milestones for philosophical reflection on the reality of universities: <italic>The Future of the Profession or the University without condition (thanks to the &#x201C;Humanities,&#x201D; what could take place tomorrow)</italic> by Jacques Derrida, delivered in 1998 at Stanford University (California), and the lecture given at the University of Munich by Max Weber in 1917 &#x201C;Science as a Vocation&#x201D;.</p>
</sec>
<sec id="sec-2-28333-en">
<label><bold>2.</bold></label>
<title><bold>T<sc>heoretical precedents</sc></bold></title>
    <p>The institutionalisation of knowledge has long been an object of prime reflection for philosophers. It is widely known today that when we speak about academy, it is a term that comes from the centre of learning that Plato founded in the late 4th century BC. He established the original school from which so many institutions would later take their name in the gardens dedicated to Akademos (<xref ref-type="bibr" rid="ref-12-28333-en">Kalligas, Balla &#x0026; Baziotopoulou-Valavani, 2020</xref>, p. 30). Philosophy has constantly examined how the administration and diffusion of knowledge should be ritualised and universities and scientific societies alike owe more than a little to purely philosophical reflection.</p>
<p>In the current climate, philosophy has a somewhat ambiguous epistemic status. On the one hand, people who dedicate themselves professionally to philosophical thought enjoy a certain social prestige<xref ref-type="fn" rid="fn04"><sup>4</sup></xref>, which means that the voice of philosophy has a healthy presence in public debate. In strictly scientific settings, and given the marked interdisciplinary vocation with which research is planned, especially in Europe, philosophy in particular and the humanities in general are enjoying a new prominence<xref ref-type="fn" rid="fn05"><sup>5</sup></xref>. Nonetheless, institutional reflection on the university and knowledge has stayed within the framework of methodologies and protocols that are closer to the social sciences than to humanities.</p>
    <p>There is no doubt that pedagogical, sociological, and even economic and strictly statistical research have much to offer when evaluating the challenges and opportunities of the university as an educational, cultural and research institution. However, I believe that the set of questions inscribed in these disciplines still requires the radical and panoramic approach that philosophy provides. Although these two traits might seem contradictory, I believe it is justified to maintain that these two approaches are not just compatible but are constitutive of the discipline of philosophy. I invoke a panoramic overview as it is the broad or general condition &#x2013; Aristotle noted that there is only science of the general (<xref ref-type="bibr" rid="ref-3-28333-en"><italic>Met</italic>., XIII, 1086 and <italic>passim</italic></xref>) &#x2013; that can give us a comprehensive perspective of, in our case, the university. I underline the radical condition, in Ortega&#x2019;s sense of the word, as only an examination that goes to the root of the concepts involved will be able to resolve in a satisfactory way the questions that inspired this paper.</p>
<p>To put it in a simpler but possibly even more categorical way: I do not believe that any political, pedagogical, economic or social question relating to the university can be resolved if we do not confront, with all of the radicalism available to us, an unequivocally metaphysical question, however off-putting this term might be. The question of the future of the university could not even be approached without first trying to unravel what the university is, what it should be, what it could be. All of these questions could be answered if we were capable, at least of outlining, something as labile, elusive and fragile as the &#x201C;being&#x201D; of the university. The superlative or even irresolvable aspects of this question should not stop us persisting in our attempt to answer it. And given the modest capacities of the writer, here I can do no more than use authoritative arguments that others have provided and that, if not definitive, are perfectly achieved.</p>
    <p>So what is the university? This question seems so immediately straightforward that we might feel like Saint Augustine of Hippo with the question of the nature of time (<xref ref-type="bibr" rid="ref-1-28333-en"><italic>Conf</italic>. XI, 14, 17</xref>): if nobody asks the question, the answer seems obvious, but if we are obliged to offer a specific definition of what the university might be, the question seems almost impossible to answer. This very question is the one that Ortega in a way tried to answer in his &#x201C;Mission of the University&#x201D; lecture, mentioned above, which was delivered in the main hall of the Universidad Central in 1930 (<xref ref-type="bibr" rid="ref-16-28333-en">Ortega, 2017</xref>, pp. 531&#x2013;570)<xref ref-type="fn" rid="fn06"><sup>6</sup></xref>. Nobody can be unaware of the very exceptional circumstances in which Ortega spoke, nor the socio-politically critical condition of the decade in which the thinker from Madrid spoke his words. Despite everything, and this is a worryingly common feature of all of the literature of that time, the continued relevance and currency of the questions of that time and of the answers is undeniable. Many pages by Ortega and many others by authors such as Julio Camba and Clara Campoamor or foreign authors like Stefan Zweig could be published now and still seem perfectly current.</p>
<p>One of the strengths of Ortega&#x2019;s proposal, before unpacking what in its content might be of use, is the identification of the very being of the university with its mission. Even in the corporate world, it is not unusual nowadays to hear talk of capitalism with a purpose and public presentations relating to the mission of the institutions are common, often taking shape in strategic plans, compliance with which is the object of quantification. Nonetheless, the set of data that form the basis of how we map the reality of our universities would be wholly unintelligible if we did not first know how to recognise the mission or purpose that our institution should take as its own.</p>
<p>This proposal for a teleological definition, in other words, one that characterises an entity on the basis of its purpose, on occasion reproduces an explicitly Aristotelian strategy that still functions. Things (all things, as well as practices or actions, according to Aristotle) can be defined by their purpose (<italic>telos</italic>), which in turn is described by the specific function (<italic>ergon</italic>) and by the good of the thing we try to define. Applying this to the university, the mission or aim of institutions would be described by the service, action, activity or function that only the university can fulfil. To put it very simply: just as a knife is defined by its purpose (cutting) and that this purpose is distinguished by being that which only a knife can do (or that which the knife does best), the mission of the university institution is described by the activity that it can, in practice, solely do. This criterion for demarcation will enable us to differentiate university activity from any other institutions linked to knowledge, formal teaching, or research that cannot properly be described as universities. At a time when corporations like Google issue certificates and when private agents offer training courses in different formats and with varying levels of training and accreditation, asking ourselves about the mission of the university seems to be essential.</p>
<p>This question is not trivial and it is one of the elements that can best help us to update the mission of the university. In a context of global data storage and virtualisation of human experience, the university must fulfil a mission and a specific function. One of the first difficulties we encounter when defining the university is that this general and unanimous abstraction predictably does not exist. In the 2019&#x2013;2020 academic year, 3008 bachelor&#x2019;s degrees and 3638 master&#x2019;s programmes were taught in Spain, to a total of 1,309,762 students. That year, there were 83 active universities: 50 public and 33 private, a number that has now increased to 38. A total of 1,061 university centres across schools and faculties, 537 university research institutions, 50 doctoral schools, 54 university hospitals and 76 foundations have been identified<xref ref-type="fn" rid="fn07"><sup>7</sup></xref>. Data so eminently complex and pluralistic could lead us to give up on the attempt to provide a single or even unanimous definition of what the nature of the university as an institution should be. This challenge, incidentally, was already known by Plato when he accepted the inherent complexity that was expressed in the phenomenon of using one word to attempt to name various things.</p>
<p>I think, despite everything, that the attempt is unavoidable and so, as stated above, I will appeal to authority as a transitory solution. As Jacques Derrida notes: &#x201C;The university professes the truth, and that is its profession. It declares and promises an unlimited commitment to the truth&#x201D; (2002, p. 10). This definition could seem too ambitious or for many could even be seen as another expression of the excesses of the Franco-Algerian thinker. At a time when truth appears to be rejected and disputed and when post-truth seems to roam unhindered, invoking an expression as archaic as professing the truth, and even possible commitment, would become unacceptable for many. There is, however, very little that is unusual about the definition. For example, on the coat of arms of Harvard, which is the world&#x2019;s most prestigious university according to the rankings, we can see an invocation of the truth in its Latin form: <italic>ve-ri-tas.</italic></p>
    <p>This fact does not seem at all secondary to me and it will be discussed below. It is obvious that truth is one of the most complex and disputed concepts in all of the history of epistemology, but its centrality and protagonism in the work of universities already determines something in the absence of a definition of the concept that could be classed as definitive: the university&#x2019;s ultimate commitment as an institution, and its condition as a sovereign body, should always involve the search for, promotion of and custody of real truth. It would be all but impossible to define what such a truth is, but it seems clear that, in its most radical condition, the university must, in accordance with the Derridean <italic>dictum</italic>, have a commitment to some form of truth, whatever this might mean. Furthermore, as we read in <italic>The future of the profession or the university without condition</italic>, the university as an institution is the place where this truth is professed; it distinguishes itself as the space where a public profession of this commitment is made. There is no need to be a skilled etymologist to detect that the position and work of the professor, has its origin in this professing. A professor is, by definition, someone who professes a special faith in knowledge. Derrida himself notes this and this feature has a connotation that is no less important: according to the Oxford dictionary, until 1300 there was no non-religious use of the term &#x201C;profession&#x201D;. This date is no coincidence as it is when the medieval university emerged (<xref ref-type="bibr" rid="ref-10-28333-en">2002, p. 32</xref>).</p>
<p>The radicalism of Derrida&#x2019;s words is not without a certain poetic hyperbole and beyond the emphatic style, or the degree of agreement that we could demonstrate with regards to this postulate, his statement seems to underline some common and recognisable features of university campuses. For example, one of the most specific distinguishing features of the university is the way in which a connection is established between tradition and innovation in the light of the solemnity attributed to true knowledge. Much of the work of universities is dedicated to research and innovation, particularly in public universities. Nonetheless, this commitment to the creation of knowledge and scientific innovation and advancement is harmonised in university practice with a set of rituals and positions with a very strong classical inspiration. Even today we can still observe bodies and activities such as senates, councils, seminars, colleges and so on in the functioning of universities. These terms are all explicitly classicist if not religious in origin. The importance of ritual processes, ceremonies and rites of passage underline this professional condition, in the sense Derrida underlined, of university work.</p>
</sec>
<sec id="sec-3-28333-en">
<label><bold>3.</bold></label>
<title><bold>A <sc>preliminary fragility</sc>: T<sc>he dignity and precarity of the institution</sc></bold></title>
<p>The array of dignities we have just described and the solemnity with which the rites of the university are fortunately still protected illustrate the almost sacred position that our societies still accord to knowledge. In some way, these processes reflect the secular status of Spain&#x2019;s universities and they somehow return to the spirit that is the heir to the scientific societies that developed from the first Enlightenment. Universities on both sides of the Atlantic conserve a remote trace of worship of the goddess of reason who in the 18th century inspired the revolutionary zeal. In this way, while still being recognised as strictly civil institutions in most cases, Western universities play a symbolic, unifying and ritual role at the heart of our societies.</p>
<p>This fact could seem like a more or less remote inheritance or a barely revealing feature of the history of institutions. However, this collection of exclusive characteristics comprises vital ingredients for understanding how careers in teaching and research are still conceived today, for good and ill. It will escape nobody&#x2019;s attention that one of the most explicit weaknesses of the contemporary Spanish university system is the precarity and instability of the professional career. Until the most recent convocation for post-doctoral grants and contracts (December 2021), it was quite normal in Spain for brilliant researchers to have to string together temporary contracts for ten years after completing their doctoral theses. This meant that the best imaginable researcher after completing a doctorate, might not find a stable contract until after the age of 35 in Spain&#x2019;s university system. There is no need to be a professional psychologist to foresee what the consequences of precarity like this might be in a person&#x2019;s life. This scenario would also change little if our imaginary researcher was fortunate enough to be able to compete for an entry-level position as an assistant professor, since in most cases after a doctorate, accreditation and competitive exams, this person will have a contract earning around 1,400 euros a month for five years.</p>
<p>These figures are not just another feature of the university system. Instead they represent the material conditions under which academic work is done. The academic career, far from having been professionalised and turned into an attractive career option for people who, through their effort, merit and capacity, decide to dedicate their efforts to the task of teaching and research, still maintains a certain almost religious air that puts it half way between a vocation and martyrdom. The reference to martyrdom might seem exaggerated but I believe it is perfectly applicable to our work, since in many circumstances the decision to undertake a research career involves almost completely renouncing elements vital to achieving a reasonably happy or well-lived life.</p>
    <p>With regard to vocation, a term that is also charged with religious implications, the reflections Max Weber made in around 1917 in &#x201C;Science as a Vocation&#x201D; are very telling. Describing science as a vocation is another example of how the work of teaching and research involves suppositions that are almost religious in inspiration. The call to destiny with which the <italic>vocatio</italic> recruits young researchers would be reason enough to dedicate a life to this professional activity which we already described as a profession of faith, in Derrida&#x2019;s words. Again, it is surprising how relevant and current the words Weber set down more than a century ago are when we read something we could consider to be perfectly contemporary: &#x201C;it is extremely hazardous for a young scholar without funds to expose himself to the conditions of the academic career&#x201D; (<xref ref-type="bibr" rid="ref-22-28333-en">1967, p. 181</xref>). Weber&#x2019;s claim fits perfectly with the economic uncertainty that our young researchers have to face. Furthermore, the strange, and sometimes even extravagant ways in which professional merits are evaluated in academic careers again justifies the caution with which Weber attempts to warn those who decide to serve the scientific vocation. &#x201C;Do you,&#x201D; he asks an imagined young researcher, &#x201C;in all conscience believe that you can stand seeing mediocrity after mediocrity, year after year, climb beyond you, without becoming embittered and without coming to grief?&#x201D;. Nobody can ignore the fact that this same question should be seen as relevant in the contemporary university and no questionnaire is needed to establish that, in effect, many colleagues in the profession would agree without too many doubts that this risk is one of the most common sources of frustration and misfortune in academia.</p>
<p>In my opinion, in spite of everything, Spanish universities have improved greatly in recent decades in transparency, governance and accountability. The implementation of blind and objective accreditation processes as well as the publication of the criteria for recognition of six-year research cycles and other teaching and research accomplishments have reduced the outlook of uncertainty and unpredictability in promotion and stabilisation. Nonetheless, these criteria are minimum guarantees and they barely scratch the individual uncertainty that research staff face. In this regard, I believe we can undoubtedly recognise that the academic career can join the group of professions in which the weight of the vocation undermines fair pay for the work, as Remedios Zafra diagnosed in the case of the creative professions.</p>
<p>In <xref ref-type="bibr" rid="ref-23-28333-en"><italic>El entusiasmo. Precariedad y trabajo creativo</italic> (2017)</xref> [Enthusiasm: precarity and creative work] Zafra set out with extraordinary clarity some of the contemporary types of servitude that result from excess enthusiasm in the creative professions, among which we could include the academic career, even if by analogy. In this way, something that in other contexts has been expressed in a form as coarse as non-financial pay, is one of the elements that has most contaminated the full professionalisation of research as a career. In this text, where Zafra dedicates a specific chapter to the new epistemic and employment servitudes of academia, the inversely proportional relationship between vocational careers (and careers of passion) and the employment guarantees they offer are set out very precisely. So, a lack of stability, discontinuous contracts, being subject to rigid and sometimes artificial mechanisms for monitoring and measuring achievements or the deliberate informality in which much research work is done would find an intangible but sufficient remuneration through the fulfilment of the passion and vocation to justify conditions that contrast very explicitly with what a wholly professionalised university should require.</p>
</sec>
<sec id="sec-4-28333-en">
<label><bold>4.</bold></label>
<title><bold>T<sc>he mission of the university</sc></bold></title>
<p>The contrast between the apparent social prestige of the university as an institution and the precarious conditions in which teachers and researchers exercise their profession is not solely of occupational interest or of interest to members of the profession. The unpredictability of the academic <italic>cursus honorum</italic> not only harms the well-being and legitimate expectations of academics but it also determines how knowledge is produced, transmitted and evaluated. Taking care of science requires taking care of the people who do science, and the custody, cultivation and transmission of knowledge is one of the signs that best illustrate the health of a political community. Nonetheless, the fact that the expression &#x201C;scientific production&#x201D; has become naturalised today shows, without any dissimulation, that the productive paradigm has gone to regulating our relationship with different knowledges. We should recall the ambitious words with which Jacques Derrida defined the work of the university and let us take charge of the great divide between the social projection of the university and its material reality.</p>
<p>Although the precarious conditions we have barely started to describe are fundamental, the university cannot and should not define itself by the employment circumstances of teaching and research staff. Because the academic vocation is not merely a trade and when it is described as a profession in the strict sense, in other words publicly professing a vocation, the university should bring its mission up to date to make its future challenges explicit. In this regard, and returning to a classical source, as we noted above, few reflections are as valid as the one Ortega made in 1930. As in the case of Weber, the words spoken as a lecture were later published to conserve the diagnosis of the thinker from Madrid.</p>
<p>Ortega&#x2019;s reflection still displays a degree of inertia inherited from the famous debate initiated in 1876 relating to science in Spain. However, the value of the new analysis was that it brought up to date the mission of the university as an institution based on the planning of its reforms. So, Ortega&#x2019;s ambition was to achieve a university reform that went beyond the desire to undo abuses to manage to shape a new institutional framework. This vocation has, in our days, acquired a singular pertinence as following the implementation of the Bologna Plan and as a consequence of the Covid-19 pandemic, the debate about the transition and transformation of universities again occupies centre stage in political debate in Spain.</p>
<p>Returning to the teleological framework, Ortega noted that &#x201C;the root of university reform is in completely fulfilling its mission&#x201D; [own translation], a standpoint that should move us when defining the aim of the university as an institution, before entering into in any transformation (digital or of any other type). Nowadays we know that the university is an enormously complex, plural and even changing institution, but the two major pillars around which its activity revolves remain exactly the same as in the time of Weber: teaching and research (with the new addition of scientific transfer as a complementary mission). These activities cannot, however, be described as pure aims, since their definition will owe a debt to the social aim they aspire to satisfy. While Aristotle started the first book of the <italic>Metaphysics</italic> by appealing to the need to know for the sake of knowing (<italic>Met.</italic> I 1 980 a 20), in a gesture that art would proclaim centuries later in autotelic slogans such as <italic>ars gratia artis</italic> or <italic>l&#x2019;art pour l&#x00B4;art</italic>, a socially responsible analysis of the institutionalisation of knowledge requires us to recognise clearly what the social, human and maybe even humanitarian, function of the university is.</p>
    <p>Knowledge can very rarely be defined as an end in itself, as the self-referentiality of science would prevent us from making decisions about what is worth knowing or what it is worth the effort to teach. Ortega sensed an economic provision in the management and administration of knowledge that is worth retrieving: the attention, human resources and of course economic resources with which the development of science is promoted, are in our time finite by necessity. The administration of these scarce goods are what imprint an economic (but not economistic) logic on scientific and university discussion on the scientific and university deliberation. We cannot, as the <xref ref-type="bibr" rid="ref-17-28333-en">Goddess of Parmenides (2007)</xref> invites us to do, know everything nor teach everything. The <italic>omnia docet</italic>, still visible on the coat of arms of the Coll&#x00E8;ge de France, has proven to be impossible and projects as radical as the ones that inspired the <italic>Encyclop&#x00E9;die</italic>, namely, the attempt to compile all available human knowledge, would today seem astonishingly ingenuous. Knowledge as a whole is unattainable for an institution and any person who has taken on managerial responsibilities in a university will know that they usually involve choosing certain research lines, methodologies, or objects over others. Deciding what is worth knowing, why some lines should be privileged over others, or prioritising in time the degree of investment in different innovation pathways are always options that are exercised on a finalist universe that brings us back to Ortega&#x2019;s initial question: What is the mission of the university?</p>

<sec id="sec-5-28333-en">
<label><bold>5.</bold></label>
<title><bold>T<sc>eaching or research</sc>?</bold></title>
    <p>Ortega proposes a mission that is urgent in democratic terms but is scientifically problematic when he underlines how the ultimate beneficiary of the university&#x2019;s work should be the average person. Public institutions, he observes, take the average person as their measure. It is very significant that someone who built part of his fame by predicting a rebellion of the masses would simultaneously underline the university&#x2019;s commitment to the average condition. The tension between excellence and the average, or between the cutting edge and the majority, is something that still affects how the university is conceived. On the one hand, and it seems rather obvious, Spain&#x2019;s network of public universities has a specific commitment to the process of training and cultural development of its population. Indeed this mission is in line with Spain&#x2019;s constitution (<xref ref-type="bibr" rid="ref-8-28333-en">Art. 27</xref>). Universities, especially public ones, not only benefit their students as recipients of a service but also, in a democratically structured community where political decisions aim to represent the interests of the majority, training citizens is a sort of epistemological guarantee and a social elevator that generates global benefits. However, this legitimate egalitarian commitment, does not make it less realistic to recognise that limiting academic and educational requirements to a level the majority can achieve would hold back the advance of research and academic performance of the most outstanding minority. The conclusions set out by Tocqueville in <xref ref-type="bibr" rid="ref-21-28333-en"><italic>Democracy in America</italic></xref> would be perfectly applicable to the field of education and research on this point. Guaranteeing minimum levels can sometimes sacrifice manifestations of excellence.</p>
<p>Ortega set out to resolve this difficulty by dividing the mission of the university into three aims. Accordingly, he underlined that one of the purposes of the university as an institution would be teaching intellectual professions, a second would be research and a third would be cultural transfer. With regard to the first, there is no doubt that the professionalising mission is unavoidable, even though its weight, or even the prominence that Ortega claims it should have, would require a profound redefinition in our time. It is not the aim of this research to quantify the transformations that should take place in the university to adapt to this new and changing employment situation, but it does seem necessary to concede that the university neither can nor should simply be a tool for professional training. The proliferation of external certifications and new continuous training platforms compete with and will even come to complement much of university teaching. The university cannot merely be regarded as an institution that issues professional accreditations but, at the same time its social utility cannot be understood without the partial exercise of something very similar to this function.</p>
    <p>One of the most meaningful contributions of Ortega&#x2019;s diagnosis, which would mark a natural difference with some contemporary habits in universities, is his categorical distinction between research and teaching. In opposition to the habitual profile of the research career in Spain, which combines teaching and research, Ortega&#x2019;s claim is categorical in this regard: &#x201C;Science in its strict sense, that is scientific research, does not immediately and necessarily belong to the primary functions of the university nor is it simply connected to them&#x201D; (2017, p. 551, [own translation]). To put it very briefly, we could state that for Ortega there would be a perfectly discrete division between the creation and transfer of knowledge. As Weber himself noted, and as we have all sometimes been able to confirm, a good teacher can be a bad researcher and vice versa. This statement might be controversial on many European campuses, but it would be somewhat more acceptable in an academic context like that of the USA. Indeed, in the USA it is common to distinguish between universities with a research mission and colleges whose essential mission lies in teaching. In any case, and this is an important piece of information that a vision of the university along the lines of Ortega&#x2019;s would have to debate, it is true that almost all of the universities that occupy the top places in the classifications in the USA are institutions classified as R1 (Research One) in the <xref ref-type="bibr" rid="ref-20-28333-en">Carnegie Classification of Institutions of Higher Education</xref>. In other words, the most prestigious universities are those that combine teaching and research.</p>
<p>Ortega&#x2019;s proposal set out to resolve one of the tensions inherent to any description of the university in terms of public and social utility. Aligning the purpose of generalist universities on the one hand that can be directed at the normal citizen and on the other a research mission and the creation of academic excellence is certainly a complex undertaking with traces even of being contradictory. Any university institution must know if it is aimed at the 0.1% with the best academic performance or whether it aspires to include more than 10% of the population. Depending on its target public and the degree of detail of this mission, it could direct its activity in one direction or another. Similarly, the budget each university allocates to areas linked to research is discretionary and each institution sets its own scientific policy independently. It seems obvious, in any case, that the growing rigour and competitive condition of research would not fit coherently with a growing universalisation of university education.</p>
<p>Research in Spain largely depends on universities, although the public research system does include alternatives to university-based research activity in other institutions such as the CSIC [the Higher Council for Scientific Research], national centres like the CNIO [Spanish National Cancer Research Centre], or various regional institutes (Ikerbasque in the Basque Country, Icrea in Catalonia, the IMDEAs [Madrid Institutes for Advanced Studies] in the Madrid Region, and so on). In addition, there are private or business initiatives. Again, it is beyond the capacity of this work to decide how much Spain&#x2019;s scientific policy should be subordinated to the exclusively university policy. Both outlooks, the purely university and the country&#x2019;s general research, necessarily work together and the way in which the design of this cooperation is established can allow complex variables. Moreover, a new possibility for cooperation between states and institutions should be added to this challenge, such as inter-university networks or alliances such as CIVIS or the Alianza 4U. The multitude of research programmes in the framework of the European Commission provide another relevant piece of data when integrating strategies that transcend jurisdiction and national strategy. This type of initiative inaugurates new administrative, executive and institutional frameworks for innovative development of teaching and university activity, but to be able to quantify in terms of success or failure the pending reforms, we should generate a clear outlook on the objectives being attempted.</p>
<p>In any case, and it is only fair to acknowledge it, Ortega&#x2019;s description of research as an independent purpose could be perfectly coherent with how university activity is carried out today. So, despite underlining an essential difference between teaching and research roles, Ortega concludes that the university requires coexistence in intimate community with the &#x201C;encampments&#x201D; (2017, p. 566, [own translation]) that the sciences should establish in proximity with the university. Nothing prevents us from recognising that this metaphor, that has more or less been achieved, could be compared with how teaching and research are related in academia nowadays. Beyond the specific details or merits of Ortega&#x2019;s diagnosis there is no doubt that the porous boundary between both of these fundamental undertakings and how this frontier between teaching and knowledge creation is administered will for decades remain one of the most delicate areas of planning and governance in universities.</p>
</sec>
<sec id="sec-6-28333-en" sec-type="conclusions">
<label><bold>6.</bold></label>
<title><bold>C<sc>onclusion: updating goals</sc></bold></title>
<p>We live in a narcissistic age. We attribute an Adamic and foundational nature to virtually all of the political and social challenges we face. Late modernity insists on thinking about itself as an exceptional time and the pulse of our time seems to demand that every minute is transcendent and crucial. This is no different in universities or in almost any other institutional setting. I believe, however, that there are good reasons for believing that this belief in the uniqueness of the present has something of vanity and is not well rooted in reality. Reviewing classic sources such as the texts by Weber and Ortega shows us that almost all times resemble each other and that many of the problems and challenges that we believe are strictly contemporary had already been formulated a century ago. At least.</p>
<p>The problems are almost always the same although the solutions require novel approaches and nuances in each circumstance and each time. In this regard, I think that the third and final mission that Ortega identifies for the university should stand out as a priority over coming decades. As well as training professionals and research, Ortega emphasised the cultural importance of the university. He warns that &#x201C;Culture is the system of living ideas each age possesses. &#x2026; The system of ideas from which the age lives&#x201D; (2017, p. 555, [own translation]). Even when the very definition of culture could be modified there is no doubt that among the many functions that we can recognise in academia there is an essentially cultural mission. The university is a scientific, educational and regulatory institution but it is also essentially cultural, as only in it are knowledge and disciplines taken care of that would not survive in a free market. Perhaps this is why virtually all elite universities are either public or non-profit institutions.</p>
<p>The university, in its position as the guarantor of certain epistemic authorities, exercises roles of cultural and critical conservation, discerning a relationship of judgement and comparison between ideas. This characterisation of epistemic authority will, I believe, be essential in coming years. In a context of proliferation of data and massive information storage, it seems clear that the task of knowledge conservation will, to a great extent, cease to be exclusively or preferentially the mission of the university. Nonetheless, information is something very different from knowledge and it is in this distinction that university authority will be able to find a purpose of renewed social utility. The overabundance of data requires us to distinguish between relevant and irrelevant information, and distinguish the direction and sense research must propose for itself, and what sources can be regarded as legitimate or illegitimate when informing ourselves. These risks are as contemporary as the &#x201C;infoxication&#x201D; that Alfons Cornell&#x00E1; (<xref ref-type="bibr" rid="ref-9-28333-en">Cornell&#x00E1;, 2004</xref>) discussed and the proliferation of hoaxes and fake news also seems to urge us to rehabilitate sources, methods and authorities that allow us not only to discern between true and false knowledge but, also, between relevant and irrelevant information.</p>
    <p>In 1994 Harold Bloom published his celebrated text <xref ref-type="bibr" rid="ref-5-28333-en"><italic>The Western Canon</italic></xref>, in which he criticised, with acerbic irony, how the school of resentment&#x2019;s insistence on overturning the traditional canon of literary studies in light of political and moral causes. His diagnosis was undoubtedly visionary given what would come later. At the same time, the extraordinary book <xref ref-type="bibr" rid="ref-14-28333-en"><italic>The Coddling of the American Mind: How Good Intentions and Bad Ideas Are Setting Up a Generation for Failure</italic></xref>, by J. D. Haidt and G. Lukianoff (which returns to a paper by these authors published in <italic>The Atlantic</italic> in 2015), sets out and denounces, backed by considerable statistical evidence, the way in which cancel culture, a lack of criticism and a lack of pluralism have weakened the prestige and quality of US universities. The rise of informal censorship processes, the dismissal of professors and the cancellation of events that are perfectly rigorous from an academic viewpoint are undoubtedly worrying signs for those of us who continue to believe in universities as spaces of liberty. In Spain similar cases of censorship have also occurred, such as that suffered by professor Pablo de Lora (chair in Philosophy of Law at the Universidad Aut&#x00F3;noma de Madrid<xref ref-type="fn" rid="fn08"><sup>8</sup></xref>) or the attacks on stalls of constitutionalist students in Catalonia. The bad thing about these cases is that they show, once again, that totalitarianism is an all too human temptation or, as Anne Applebaum noted, referring in turn to Hannah Arendt (<xref ref-type="bibr" rid="ref-2-28333-en">Applebaum, 2021</xref>, p. 11), a type of personality that does not distinguish between left or right. Nonetheless, the fact that this type of incident happens in a university is relevant because they show that university campuses continue to be a territory of the vanguard and of cultural dispute.</p>
<p>It is not the aim of this research to untangle the academic genealogy of cancel culture. There are enough studies on this matter that provide detailed examinations of complex and plausible hypotheses, linking this expression of intolerance with planned misinformation (<xref ref-type="bibr" rid="ref-18-28333-en">Rauch, 2021</xref>). The existence of this phenomenon does remind us, despite everything, that the university&#x2019;s essentially cultural goal is still apparent among its many missions. In the framework of liberal democracy, and in a context of heterogeneous and happily plural societies, the university must bring its cultural responsibility up to date by protecting precisely those values that make us recognisable as a society. If the essence of the university is determined by what it alone can do, then it is clear that academia is the place that should take care of where expressions of culture and knowledge that despite being deficient fulfil a social and even republican function in its most classical sense. For this reason, it does not (or should not) matter how many students of Syriac or Akkadian there are in our university system since it seems clear that the existence of teachers and researchers who dedicate their lives to the study of classical but minority sources is a symptom of cultural ambition.</p>
<p>Too often people insist on justifying the utility of philosophy by its capacity to formulate questions. I honestly believe that this is a narcissistic luxury that should be banished from universities. For this reason, and in light of what is set out in this paper, I believe we can conclude by accepting this brief list of missions that could be of use for planning how some of the imminent challenges that Spain&#x2019;s universities will face in the coming decades should be confronted.</p>
<p>The first of them, and for this reason it is mentioned in isolation, concerns the increased precarity of academic careers. The disappearance of the middle classes from teaching and research staff is based on a polarisation between precarious workers and excellent scientists and will, undoubtedly, reduce the quality of our teaching and also ordinary coexistence in society. These material conditions are also unquestionable proof of the value that our society gives to the university where social recognition and prestige are not only reduced but also disputed. In addition, we consider that the university and knowledge cannot be described in autotelic or self-referential terms. That is to say, the university must establish its mission and its aim as an institution at the same time as explicitly determining the specific aims towards which science and knowledge should be directed. As teaching and knowing everything is impossible, in terms of aims, it is important to prioritise the purpose (social, political and cultural) towards which different areas of knowledge should be directed.</p>
<p>Finally, we believe that Ortega&#x2019;s diagnosis remains perfectly valid; the university should maintain a specific commitment to training professionals, to research and to the culture of each time. The third of these missions is, perhaps, the one that should be updated most ambitiously at the present time. In a situation where information and data are multiplying, the guidance that the university can offer as an epistemic authority should be vital in social terms. Similarly, in an increasingly polarised context, like the one we live in, defending and promoting ideological and cultural pluralism should be an area for urgent action for all universities.</p>
