Las primeras reformas institucionales de Felipe V: el marqués de Canales, 1703-1704

RESUMEN: La creación de los Secretarios de Estado y del Despacho es, posiblemente, la mayor innovación introducida en España por la nueva dinastía de los Borbones en el siglo XVIII. Aquí se explica la aparición del primero de esos Secretarios, el apenas conocido aún Marqués de Canales, antes de que cuajara la denominación definitiva del cargo. Se explican las circunstancias en que nació esta figura política, poco después de iniciarse la guerra de Sucesión; se explican los conflictos a los que él, o sus colaboradores, tuvieron que enfrentarse con los poderes e instituciones tradicionales. Resulta fundamental la solución recibida entonces por cada uno de esos conflictos, porque configuran ya la relación posterior entre estos nuevos Secretarios —con capacidad para gobernar y para legislar con la simple aprobación del monarca— y los antiguos Consejos; y porque muestran, también, las primeras reformas del ejército borbónico. No es sólo Historia institucional la que aquí se hace, sino acompañada, en la medida de lo posible, de la de los hombres que encarnaron aquellas instituciones y la del perído que les tocó vivir.ABSTRACT: The creation of the Secretaries of State and of Despacho was, possibly, the greatest innovation introduced into Spain by the new dynasty of the Bourbons in the 18th century. Here we explain the appearance of the first of these Secretaries, the still little known Marquis of Canales, before the definitive denomination of the office became established. The circumstances under which this political figure came into being, shortly after the beginning of the War of the Spanish Succession, are explained as are the conflicts that he and his collaborators had to face with the traditional authorities and institutions. The solution given at that time to each of these conflicts was of fundamental importance, because it was to shape the subsequent relationship between these new Secretaries —with the capacity to govern and legislate with the mere approval of the Monarch— and the old Councils and because it also entailed the first reforms in the Bourbon army. This is not only institutional History, but also, insofar as possible, the history of the men who formed part of those institutions and of the period they lived in.
