La Cohesión legislativa en la cámara más valorada: El caso del Senado de Chile, 1990-2018
Resumen En sistemas bicamerales, resulta equívoco generalizar el comportamiento de una cámara a la otra. Después de discutir los determinantes de la cohesión legislativa, postulamos seis hipótesis que sometemos a prueba con las 4.741 votaciones de proyectos de ley en el Senado de Chile entre 1990 y 2018. El oficialismo es más cohesionado que la oposición. No hay más cohesión en proyectos más importantes, en etapas más avanzadas o en proyectos presentados por el ejecutivo. Hay menos cohesión en el último año, pero no mayor cohesión en el primer año de gobierno.
