México: elecciones en transición

RESUMEN: Este artículo analiza los principales elementos del sistema electoral mexicano. En primer término se expone la relación entre el sistema político corporativo y la existencia de un juego electoral protegido en el que los partidos de oposición jugaron un papel secundario y requirieron muchas veces del apoyo gubernamental para subsistir. En segundo lugar, se abordan las elecciones de 1988 y sus efectos sobre el sistema político, así como los cambios operados en el sistema de partidos a partir de entonces. Finalmente, intenta llevar a cabo un análisis de los resultados electorales de 1991 y señala los principales obstáculos a los que se enfrenta el proceso de democratización principalmente en el nivel local.ABSTRACT: This article discusses the main elements of the Mexican electoral system. Firstly there is an analysis of the relations between the corporative political system and a protected electoral game, where opposition parties played a secondary role, with very weak organizations, and most of the time needed support from the goverment. Secondly, there is an explanation of the effects of the election of 1988 over the political system and the changes that took place in the party system. Finally, I try to make a brief analysis of the 1991 election and about the main obtacles that persists in the democratization process, mainly in the regional level.
