Critical Factors for Planning the Basic Procedures of the Police Surveillance Service in Suba, Bogotá (Colombia)
Abstract This study aims to characterize the critical factors that influence the operational planning of basic police surveillance procedures at the Suba Police Station, part of the Bogotá Metropolitan Police. The planning of basic police services is a complex process that integrates tactical decision-making, resource allocation, risk anticipation, and institutional coordination. The literature has identified seven clusters of interrelated variables that account for psychological and physiological, operational and strategic, demographic and socioeconomic, technological and infrastructural, community and public perception, organizational and individual, as well as planning-specific factors. The findings reveal a set of tensions, constraints, and opportunities that directly affect the operational planning of police surveillance services at the Suba Police Station. The study concludes that operational planning in urban contexts such as Suba faces both structural and organizational challenges, yet also possesses territorial and human strengths that enable the development of participatory and context-sensitive improvement strategies.
