El peso de lo institucional: auge y caída del modelo boliviano
Abstract RESUMEN: Este artículo debate la relación entre el tipo de régimen y las orientaciones de la política. Analiza las características institucionales que han llevado a considerar al caso boliviano como una excepción dentro del presidencialismo predominante en América Latina. A la modalidad de elección presidencial, que ha sido considerada elemento básico en ese aspecto, añade dos componentes del diseño institucional que tienen efectos sobre los cálculos estratégicos de los actores y consecuentemente sobre la construcción de consensos. Finalmente, busca detectar la incidencia de esas mismas disposiciones institucionales en el agotamiento del modelo consensual y de coaliciones que estuvo vigente por casi dos décadas.ABSTRACT: This article examines the relationship between regime type and political orientation. It analyzes the institutional features that make Bolivia an exception within the context of presidentialism in Latin America. In addition to the system for the election of the president, which has been considered the cornerstone of the political system, there are tow other features of institutional design which have effects on the strategic calculations of the political actors, and consequently, also for consensus building. Finally, the article addresses how these same features have impacted on the decline of the consensus and coalition based political model that has prevailed for almost two decades.
